About this file
This is a Single Source Justification document for a Simplified Acquisition prepared by AFRL/PZLEQ in April 2021. The contracting activity is AFRL/PZLEQ for the Mettler-Toledo Recrystallization Equipment project, with a Purchase Request/Local ID Number listed as TBD.
AFRL/RWTE requires the purchase of a Mettler-Toledo Analyzer EasyViewer 100 system, iC vision software, ReactRaman 802 spectrometer, Raman immersion probe, installation, and an additional year of service. These items are essential for developing a fully integrated chemical reaction and crystallization work station and for particle analysis during energetic materials formulation. The justification for single-source procurement centers on the specialized nature of the equipment and its integration requirements with the existing EasyMax 402 reactor synthesis station. The EasyViewer 100 image viewer, ReactRaman 802 Spectrometer, Raman Probe, and associated software must integrate seamlessly with the EasyMax 402 to enable real-time monitoring and identification of chemical reaction/crystallization trends. Mettler-Toledo AutoChem, Inc. is identified as the sole source manufacturer and distributor authorized to produce and supply these systems and accessories. The contracting officer determined in accordance with FAR 13.106-1(b)(1) that only a single source is reasonably available. AFRL/RWTE indicated they will continue to survey the open market to identify any new products or manufacturers that could meet future requirements.
