Section B: Description of the Supplies/Services Required

This is a sole source commercial requirement. The contractor shall provide all the tools, parts, materials, equipment, labor, transportation, training, and installation of a Certified, Pre-Owned Dragonfly IV AME System to the 402d Electronics Maintenance Group (EMXG); Warner Robins Air Logistics Complex (WR-ALC) at Robins Air Force base (AFB), Georgia.

Contractor shall pick-up the old system being shipped back and shall deliver all items of the certified, pre-owned system to the address listed in paragraph 2.3, no later than 30 days after contract award.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a sole source commercial requirement.

Due to the circumstances described herein, the activity requests authority to acquire Dragonfly IV AME System using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1).

The OEM, Nano Dimension USA Inc is the only company that can satisfy this requirement. They are the developer of the Dragonfly IV AME System. They do not allow for third party resellers/distributors of this product in the United States (see attached OEM verification letter). The OEM is providing a credit for the return of the old machine. The Dragonfly IV AME System is used to produce prototype printed circuit boards for engineering development purposes. The Government requires a high-resolution additive manufacturing machine system capable of depositing material at a resolution of no greater than 10 microns in height and 18 microns in width, with integrated AI-driven quality monitoring and a minimum of 80-hour unattended operation capability. Market research indicates only Dragonfly IV AME System, exclusively manufactured and distributed by Nano Dimension USA Inc (without authorized resellers), meets these specific requirements. 402 EMXG/MXDEK has six (6) years of documented experience with previous generation Nano Dimension equipment. Selecting an alternative manufacturer would necessitate comprehensive retraining and workflow redesign, creating unacceptable operational disruption as well as additional costs. 402 EMXG/MXDEK is one of the USAF Innovation Centers and it is critical for their mission to stay at the forefront of new and cutting-edge technologies to improve the supportability of weapon systems for the warfighter.

There are no authorized resellers/distributors for the Dragonfly IV AME System. It is only available for purchase through the OEM.

Section D: Efforts to Obtain Competition

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM).Gov databases using North American Industry Classification System (NAICS) Code 333248, All Other Industrial Machinery Manufacturing and keyword "printed circuit board" looking for companies that could provide a certified, pre-owned Dragonfly IV AME System. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a certified, pre-owned Dragonfly IV AME System. This query resulted in four (4) small businesses (see attached DSBS Query). None of which were capable due to no authorized resellers. In addition, GSA was also queried for any source that could provide a certified, pre-owned Dragonfly IV AME System which resulted in 16 results (see GSA Query). However, none of which were capable due to no authorized resellers. In addition, GSA 2GIT was queried for any source that could provide a certified, pre-owned Dragonfly IV AME System which resulted in 0 results (see 2GIT Query). Mandatory Sources such as Ability One were considered, but did not meet this requirement.

Recommendation: Award sole source to OEM, Nano Dimension USA Inc.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the Government's requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
