Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: The Department of Veterans Affairs, Veterans Integrated Service
Network (VISN) 10, Dayton Veterans Affairs Medical Center (DAY VAMC) Network Contracting Office (NCO) 10.
Transaction: 552-25-4-6123-1177
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contracting Office (NCO) 10 intends to award a new, firm fixed price, brand name purchase order to Mirion Medical (Capintec), Inc., 1st American Medical Distributors, Inc. or DGA Medical for dose calibrators.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Per FAR 11.105, "Items Peculiar to One Manufacturer," and FAR 12.302, "Tailoring of Provisions and Clauses for the Acquisition of Commercial Items," Honeywell, the OEM, twith several authorized distributors, is uniquely qualified to provide the JACE Parts Licenses Only based on the following:
1. Proprietary Niagara Framework Compatibility The JACE 9000 operates exclusively on the Niagara Framework, a proprietary platform used for integrating diverse building automation systems (HVAC, lighting, security, metering).
Only JACE devices, manufactured or licensed by Honeywell (or Tridium), can legally run Niagara firmware and associated core licenses.
2. OEM-Only Licensing and Upgrades Core licenses (e.g., 5, 25, 100 device) and software maintenance agreements
(SMAs) can only be issued by Honeywell or its authorized partners.
Expired or missing licenses prevent firmware updates, system expansions, and security patches, which can degrade system functionality and security.

JACE controllers combine hardware control and software integration in one device, eliminating the need for separate gateways or third-party interface hardware.
Components like the RS-485 module and I/O modules are engineered to work natively with JACE units, avoiding protocol translation or custom wiring.
4. Backward-Compatible System Upgrade Path The JACE 9000 is specifically designed to be drop-in compatible with legacy JACE models (e.g., JACE 600/700/8000) in existing Honeywell/Niagara-based infrastructure.
Replacing old units with JACE 9000s minimizes downtime, avoids redesign, and retains existing field wiring and integration.
5. Security Architecture and Certification JACE 9000 units include cybersecurity features such as encrypted communications, secure boot, certificate-based authentication, and compliance with certain FIPS 140-2 standards, required in VA/DoD systems.
6. Central Role in Mission-Critical SystemsI � In many VA facilities, including CLE VAMC, JACE devices serve as the primary automation platform for patient-area HVAC systems.
� The system affects life-safety conditions such as air changes in operating rooms and temperature control in critical care units.
4. Description of market research conducted and results or statement why it was not conducted:
The OEM, MSPV, DSBS, SAM.gov, National Contracts, Interagency Contract Directory, GSA, ECAT, SEWP, CM, BIC, FPDS and the Internet were reviewed with the following results: None
DSBS was reviewed with the following results: no SDVOSB/VOSB were identified.
Based on these findings, no alternative vendors were identified that could fulfill the need without significant facility modifications, procurement delays, or operational disruptions. The VA and SBA rule of two cannot be met, there are no SDVOSB/VOSB or small business authorized distributors.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Per FAR 13.106-3(a)(2)(ii), price reasonableness will be based on comparison of proposed prices with prices found reasonable on previous purchases using
FPDS.
