SPECIAL NOTICE
NOTICE OF INTENT TO SOLE SOURCE
Jace Parts/License Only
The Department of Veterans Affairs Dayton Medical Center (DAY VAMC), 4100 West Third Street, Dayton, 45428 intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 513210 with a small business size standard of $47 million. The VA intends to solicit and negotiate with Honeywell, 101 Columbia Road, Morristown, New Jersey, 07960-4640, or one of their authorized distributors.
The Department of Veterans Affairs is procuring JACE 9000 controllers, software licenses, and related components necessary to operate and maintain the building automation system at the DAY VAMC. These devices serve as central control units that integrate critical infrastructure systems such as heating, ventilation, air conditioning (HVAC), lighting, and energy monitoring. The JACE platform runs on the proprietary Niagara Framework and is essential for ensuring secure, reliable, and centralized facility management—particularly in patient care areas where environmental conditions must meet strict medical standards.
