About this file
This document is a Sole Source Justification (SSJ) for the procurement of an ATCoach Air Traffic Control Radar Simulation System by the 81st Contracting Squadron. The justification details that UFA Inc. is the sole manufacturer of the system, which is currently used by 191 FAA STARS facilities and 106 DoD Radar Approach Control facilities. The system is part of the FAA's Standard Terminal Arrival Replacement System (STARS) program, and replacing or re-certifying the existing software would be costly and potentially jeopardize operational readiness of air traffic controllers.
The procurement is being conducted under a simplified acquisition method, with a Sources Sought notice having been posted. No other vendors responded besides UFA Inc., which is identified as a small business with no authorized resellers. The estimated contract cost is redacted, and the contract will be awarded through the 81st Contracting Squadron. The contracting officer, Kimberley L. Alvarez, has determined in accordance with FAR 13.106-1(b)(1) that only a single source is reasonably available. The 334 TRS and 81 CONS units will continue to monitor the market for potential alternative products compatible with existing equipment.
