About this file

This document is a Single Source Justification (Simplified Acquisition) for the procurement of an Industrial Portable X-Ray NDT Imaging System - SPX 160-NX to be utilized by the 402nd Commodities Maintenance Group (CMXG) at Robins Air Force Base, Georgia.

The key details are: The SPX 160-NX is a proprietary product of Spellman High Voltage Electronics, Corp. and its authorized resellers, which are the sole providers. This air-cooled, stand-alone transportable x-ray system is required to meet minimum AFMAN48-148 radiation safety requirements and provide enhanced imaging capabilities that cannot be met by the CMXG's existing traditional x-ray system. Purchasing the SPX 160-NX will improve workflow, productivity, and safety, as well as ensure compliance with Technical Order 1F-15C-36 requirements. The government has issued Solicitation FA857125Q0020 as a request for quotation under Limited Sources to procure one unit of the SPX 160-NX system and associated accessories.

Single Source Justification (Simplified Acquisition)

Electronics Corporation, is the Original Equipment Manufacturer (OEM) and the provider for these systems with associated items and calibration certificate.

The SPX 160-NX portable imaging system includes two major components (tube head and controller) and accessories.

This imaging system is a stand-alone transportable unit that can be line or portable generator powered, automatically adapts to standard input voltages , x-ray output is 20-160kv, .05-5.0 ma (800 watts max.), with effective focal spot of

1.5 mm x 1.5mm, and 100% duty cycle that is necessary to meet demanding NDT inspection requirements. Also, the end grounded X-Ray tubes have a focal spot size of 1.5mm sq. and the exposed anode allows for easy and flexible positioning of the tube head assembly whereas the high radiation output of the imaging system allow for lower X-ray kilo-voltage (kV) per exposure, shorter exposure times and increased film contrast for enhanced radiographic imaging--"kV" is the voltage applied to to the X-ray lamp that generates an X-ray energy spectrum--the "kV" level is a key factor in determining the quality of an X-ray image. In addition, the imaging system's microprocessor-driven control unit provides automatic warm-up and comprehensive self-diagnostic circuitry whereas the last set of exposure parameters is retained before powering down. This imaging system will be utilized by CMXG Robins North location, however, the available space at Robins North is limited and is not ideal for the support of a traditional X-ray system.

They require large spacing for support cabling and hoses--this lack of capabilities at Robins North is impacting the X-ray imaging workload. The work-a-round solution is utilizing an air cooled system (i.e., SPX series system) that meets the minimum AFMAN48-148 dated 20 JUL 2020 (section 4.2) requirements for facility design associated with radiation producing devices are used shall be are ALARA whereas the traditional X-ray system requires larger spacing areas for cabling/hoses--SPX series imaging system is the alternative solution for said minimum requirements. Since this requirement is "high priority"--CMXG is maintaining production that is dependent upon a temporary "loaner" (lorad 160 kv x-ray unit) imaging system to meet the requirements of the initial unit operators, 402nd AMXG/NDI Shop--currently, AMXG have limited quantities on hand. In summary, the SPX series will improve workflow speed while increasing productivity, maximizing throughput, and simplifying CMXG's X-ray imaging maintenance for handling many inspection tasks while minimizing downtime. Without a contract for this product, the requesting agency will continue to lose production hours due lack of up-to-date digital imaging technology for NDI lab environments which is a projection of the eventual impacts for meeting the Warfighter mission requirements and improving the safety/ operational values in the CMXG workspace relative to the weapon system components' timely release to meet mission-capable aerospace standards. Robins North is the only available option to reduce turn-around for said components. Without the purchase of an SPX imaging system as an alternative to the larger traditional X-ray system, CMXG's production levels will continue to decrease due to lack of resources.

In accordance with T.O. 1F-15C-36, para. 4-80 thru 4-115, "all variable ramps will be tested using x-ray method looking for cracks, crushed core, water entrapment, delaminations, and FOD (foreign object debris) before, and after production work is accomplished. If said inspection(s) are not performed, CMXG is in danger of loosing production assets. When referencing the said T.O., the determination for the need for additional X-ray imaging resources to maintain the hazardous waste/precious metals program(s) due to limited resources at Robins North prompted the projections that two different units would be necessary to purchase which includes the Carestream HPX-1 and the air cooled SPX 160-NX system--when these units are paired with current X-ray capabilities, CMXG's Robins North Facility would have the resources to meet or exceed a faster turnaround time for the NDI labs.

In review, the Industrial Portable X-Ray NDT Imaging System - SPX 160-NX are proprietary to the OEM. Also, choosing another product or source would cause increased costs associated with significant research/development and would impact the NDT lab on-hand equipment due to loss of a "loaner" system which would in turn impact productivity, may potentially risk the safety/protection of CMXG personnel, and risk non-compliance with T.O 1F-15C-36. The alternative of utilizing another source would cause increased cost estimated at to seek other equipment, operator training costs, reduced production lead times, risking mismanagement of resources, and impact Air Force and state X-Ray compliance in accordance with NDI guidance.

A letter dated on 16 AUG 2024 from Spellman High Voltage Electronics, Corp. states that the OEM and its authorized resellers (NDT Supply.com, Inc. and Peltec Services, Inc.) are the sole providers for for the Industrial Portable X-Ray NDT Imaging System - SPX 160-NX and any associated items (see attached OEM letter). Due to the reasons stated above, Spellman High Voltage Electronics, Corp. and its authorized resellers are the only sources that can provide the
