About this file
This document is a Sole Source Justification for a federal contract opportunity. The proposed contract action is for commercial supplies, specifically an IMRA frequency comb, that will be procured under Simplified Acquisition Procedures on a sole source basis from IMRA America Inc. The frequency comb is a proprietary component that is a direct replacement for an existing system, the CALCLOS laser system, used by the United States Naval Observatory. The comb must meet specific requirements including a 2U rack height, analog circuitry, and filter outputs. The contract has a required delivery date of September 30, 2024 and will be a Firm-Fixed-Price contract under NAICS code 335999. Interested parties may respond by the closing date of August 23, 2024 at 11:00 AM EST. Responses should be submitted via email and include pricing, delivery information, and other required details.

Source Selection Information – See FAR 2.101 and 3.104
In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
This product is the only commercial off-the-shelf (COTS) piece of equipment that meet the 2U rack height, analog circuitry, and filter outputs fully matched to the IMRA frequency comb.
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The frequency comb is an integral part of the CALCLOS laser system which bridges the optical wavelengths of
1542nm and 1315nm using a repetition rate of 160 MHz. The repetition rate and carrier envelope offset frequency are tunable with coarse and fine voltage inputs between 0.0V and 3.0V. The frequency comb fits into a 2U segment of a fully occupied 29” electronics rack. Any repaired or new frequency comb must meet these specifications.
☒ These are “direct replacements” parts/components for existing equipment.
☒ A patent, copyright or proprietary data limits competition.
The IMRA Universal Locking Controller (ULC) is a proprietary piece of electronics manufactured explicitly to operate an IMRA E-COMB which the USNO currently implements in clock development.
