About this file

This is a Justification for Sole Source procurement document submitted by NAVSUP Fleet Logistics Center, Norfolk Contracting Department Pentagon Directorate for recruitment and outreach services restricted to Boy Scouts of America (CAGE Code: 55KL0).

The Navy Recruiting Command requires exhibition and sponsorship services at the Boy Scouts of America's National Scouting Jamboree, a trademarked event with 40,000+ attendees, scheduled for performance from July 22, 2026 through July 31, 2026. The required services include exhibitor/vendor/sponsor exhibit space within a designated 75'x75' military field allocation, serving as the presenting sponsor of the Mission Ready Response Program. The Navy will receive comprehensive marketing and promotional support including signage recognition at the sponsored location, brand visibility to day visitors, access to hospitality suite, custom marketing activation, ability to collect leads, logo/name inclusion on the Jamboree website and social media, 1/3 print ad in Scout Life Magazine, digital ads in Scouting Magazine, logo placement in Jamboree Event App Exhibitor Directory and digital banner ads, 5 daily VIP tickets, 1/2 page PDF advertisement in Participant Guidebook, and participation in the Totem Pole Program. The justification asserts that Boy Scouts of America is the sole source capable of fulfilling these requirements because it exclusively owns and manages the National Scout Jamboree, a proprietary event with no alternative youth organizations or events offering equivalent scale, tradition, audience access aligned with Navy core values, or comparable sponsorship and media channel opportunities. Market research confirmed no other businesses can provide U.S. Navy access within the Boy Scouts of America's National Scouting Jamboree events.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

The Boy Scouts of America is uniquely qualified to meet the Navy's requirements due to its proprietary events, a one-of-a-kind audience, and exclusive assets that cannot be replicated by any other organization. Central to this is the National Scout Jamboree, a trademarked event exclusively owned and managed by the Boy Scouts of America, providing sole access to its 40,000 plus attendees and a brand synonymous with the Navy's core values.

Market research confirms that while other youth organizations and events exist, none can satisfy this specific requirement. Although excellent organizations like 4-H and the Boys & Girls Clubs provide valuable youth programming, they do not host a single national event with the same scale, tradition, and unique focus on high adventure and civic duty as the National Scout Jamboree. Similarly, sporting or STEM events target different passion points like athletics or technology; they cannot provide access to an audience that has been pre-selected based on the specific character and leadership values that are core to both the Boy Scouts of America's and the Navy's mission. Critically, these alternatives cannot offer sponsorship of the Boy Scouts of America's proprietary programs or advertising access to its exclusive, nationwide media channels.

Source Selection Information – See FAR 2.101 and 3.104

Further market research by the contracting office determined that National Boy Scouts of America Foundation (CAGE: 55KL0) is the sole business that hosts the event. No other businesses can provide US. Navy access within the Boy Scouts of America’s National Scouting Jamboree events.
