Section B: Description of the Supplies/Services Required

This commodity buy is to procure Brand Name Hydrotherm boiler for Building 977 JBSA Randolph, TX. The current boiler is no longer producing hot water and needs to be replaced. This project will provide 802 CES with the proper equipment to Properly run the facility.

Section C: Justification for Soliciting from a Single Source or Brand Name

CE has assessed the building and determined that the boiler would have to fit with the existing components in the building . The Hydrotherm unit is the only unit that fits with the existing boiler connection ports. If a different brand were to be utilized CE would have to change out the existing hot water supply and return hot water pipe connections.

Section D: Efforts to Obtain Competition

Market research was conducted by posting a sources sought on sam.gov. A SB dynamic search was also conducted, a courtesy email was sent to 78 small business contractors, utilizing NAICS: 332410. CONS received 3 responses from small business contractors indicating they could provide the Hydrotherm boiler. Setting aside as a Brand name requirement will allow price competition from more than one small business vendor.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Air Force will continue to complete market research in the future for suitable substitutes for HydroTherm boiler.
