Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: OL:H/PZIMB
Project/Program Name: POU Autocrib Software BPA Follow-on
Purchase Request / Local ID Number: 11060

Section B: Description of the Supplies/Services Required
The 309 Maintenance Production Support Group has a sole source requirement for a service contract for the cloud-based data storage and maintenance to include updates, upgrades, troubleshooting, problem resolution, parts and support for standard and custom Crystal Reports of the AutoCrib software system known as Arcturus.
The Air Force is proposing a five (5) year Blanket Purchase Agreement (BPA).
Section C: Justification for Soliciting from a Single Source or Brand Name
The Ogden Air Logistics Center (OO-ALC ) has implemented the use of Autocrib Point of Use (POU) machines throughout the complex to vend benchstock, consumables, and laptops. AutoCrib POU machines are manufactured by IDSC Holdings LLC, also known as AutoCrib.
AutoCrib POU Machines utilize proprietary in house software known as Arcturus. Autocrib inventory management system has been designated by Air Force Sustainment Center (AFSC) as the acceptable way to manage, transport and store Air Force data.
An Authorization to Operate (ATO) has been established for the use of AutoCrib POU machines. Any deviation from Autocrib inventory management system would mean another ATO to be established which can take several years. Our current ATO for AutoCrib took approximately eight (8) years to obtain.
In an email from AutoCrib dated December 7, 2023, AutoCrib stated " AutoCrib equipment utilizes proprietary software that we write in-house in California. No other company or provider has access to our development code. We likewise manufacture all of our equipment in-house in California with highly sophisticated and difficult to source parts".
Based on the proprietary nature, AutoCrib is the only source that meets our requirement.
Section D: Efforts to Obtain Competition
Due to the proprietary nature, we are unable to obtain competition. Unless Autocrib is willing to sell the data rights or authorize third party service providers of their equipment or the Government decides to procure a brand new cloud-based storage system, AutoCrib is and will continue to be the sole source provider for these services and parts.
