About this file
This document is a Single Source Justification (SSJ) for a Simplified Acquisition Procedure (SAP) issued by the Department of Veterans Affairs, VISN 07, Birmingham VA Medical Center. The document justifies a sole-source procurement for a one-day "Hands-on Orthotics Course" for twelve therapists, to be conducted by the American Society of Hand Therapy (ASHT) on August 2nd, 2025, at a total estimated cost of $3,360. The training will cover various orthotic techniques, including fabrication of custom orthoses for conditions like trigger finger and wrist extension, with participants receiving 8 CE hours (0.8 CEUs) upon completion.
The justification includes market research conducted on July 15, 2025, which identified 1,789 vendors through VetCert using NACIS code 611710. The contracting specialist emailed ASHT about proprietary rights and posted an intent to sole-source on SAM.gov from July 15-18, 2025. ASHT was determined to be the only qualified provider for this in-house training, which will help establish a baseline education across the Birmingham and Huntsville VA Occupational Therapy team while eliminating travel expenses.
