About this file
This is a Single Source Justification (Simplified Acquisition) document for a federal contract action by the Department of the Air Force, 502d Contracting Squadron, located at JBSA Randolph, Texas. The contracting activity seeks to procure OPSCAN 8 Dual Scanner maintenance and repair support for two scanners (Serial Numbers: 1802972 and 1802973) located at JBSA Lackland, Texas as a follow-on to existing Contract No. FA301620C0108. The period of performance runs from May 1, 2026 through April 30, 2027. The estimated contract cost is redacted in the document.
The justification establishes that Secur-Serv, Inc. is the sole provider capable of furnishing repair and maintenance services for the OPSCAN 8 scanners, as well as the sole manufacturer and distributor of Optical Mark Reading (OMR) scanners. Secur-Serv holds intellectual property protections related to its iNSIGHT™ and OPSCAN® product lines and proprietary software, making it the only authorized vendor for on-site maintenance and support. Market research conducted through SAM.gov, Google, and GSA Advantage identified no alternative vendors capable of providing OMR maintenance services for these specific scanners. The Contracting Officer determined on April 7, 2026, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The Government commits to ongoing market research and vendor evaluations to preclude future single-source awards and ensure best value at fair and reasonable pricing.
