About this file
This document is a Justification for Limited Competition/Simplified Acquisition Justification and Approval for a requirement to purchase a 24-foot cargo trailer. The FBI has a requirement for a 24-foot Spartan Car Hauler Trailer from Nationwide Trailers located in Oak Grove, Missouri. The trailer is needed to transport mission, operations and training equipment to various locations. The trailer has unique specifications, including 7,000 lb axles and specialized equipment, that can only be provided by Nationwide Trailers. Due to the urgent delivery requirement of 6/28/2024, the government intends to conduct a sole source negotiation with Nationwide Trailers under the simplified acquisition procedures. The government estimates the cost of the trailer to be $$$. The government conducted market research and determined that no other sources can meet the unique requirements.

FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR LIMITED
COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the 24’ cargo trailer listed on SHOP-PR-24-002677 is available from only one source, and competition is precluded as there are no substitutes readily available.
1. This acquisition is restricted to the following sole source:
Company: Nationwide Trailers
Company Address: 603 SW 1st Street, Oak Grove, MO 64075
Company Point of Contact and Phone Number: 816-843-9349
2. The 24 Foot Cargo Trailer is estimated to cost $$$ and is required to be delivered by
6/28/2024.
The 24 Foot Cargo Trailer is required to transport mission, operations and training equipment to training venues, crime scenes or locations dictated by operational necessity..
3. Specific characteristics of the 24 Foot Trailer that limit the availability to a sole source are: A finished 24 foot trailer capable of transporting heavy items such as vehicles or mission, operations and safety equipment, without a 5th wheel prime mover dually style truck. This requires specialty 3175 KG (7000 lb) axles that are rarely manufactured on non-5th wheel style trailers. Additionally, this unique trailer has options determined necessary to support the operations it is designed to support. This alone will save money vs. having an after-market contractor install these items on a trailer that is not equipped with them. However, since trailers are regulated by the US
Department of Transportation and are serialized with a VIN indicating the manufactured safe capacities, 3175 KG (7000 lb) CANNOT be added after-market.
Further in 2008 a trailer was procured which is now being replaced with this procurement, had to be outfitted with equipment to operations, safety and capabilities compatible with the missions it serves. Items such as climate control, scene lighting, safety flooring (non-skid), E-trac load management system and an AV monitor mounted on the trailer. Only this suggested source can furnish the requirements, to the
Version 1.0 Page 2 exclusion of other sources, because the trailer meets more of the requirements than any other that is similar and the trailer is available now.
4. Because of the urgency of this requirement, only one source will be solicited. The trailer must be delivered by 6/28/2024. This office became aware of the requirement on
4/1/2024. If the required delivery date is not met, increased safety concerns will continue with the current platform as well as a significant increase in cost may occur.
Further, a trailer closely matching the requirements may not be available.
5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.
A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:
<Insert description>
These are "direct replacement" parts/components for existing equipment.
Other information to support a sole source buy:
The existing 24-foot training cargo trailer has been heavily modified to meet operational needs. These specifications are not ordinarily met by manufacturers stock units. Any custom trailer manufacturer would entail a build time of 6-12 weeks, which would not meet the mission requirements.
Writer conducted market research to find a replacement trailer used to conduct mission and training support on scenes at remote locations. The support includes logistics, shelter, power, lighting and personnel safety. As such, a combination of unique or rare features are required. As a result, a national search and vendor review was conducted by the requestor.
