About this file

This is a Memorandum for Record documenting the justification for limiting competition on a follow-on contract for movable shelf maintenance services. The U.S. Army Heritage and Education Center (USAHEC) at Carlisle Barracks, Pennsylvania requires bi-annual preventive maintenance and on-call repair services for SpaceSaver movable shelving systems in its archival and library storage bays. The contract is being awarded to Diversified Storage Solutions, Inc. (DSS), located at 56 Buttonwood Street, Norristown, Pennsylvania 19401, as a fixed-price acquisition using Operations & Maintenance, Army (OMA) FY 26 funds through the Mission and Installation Contracting Command - Carlisle Barracks (MICC-CB).

The justification for sole-source procurement cites FAR 12.102(a) authority for acquisitions valued at or below the simplified acquisition threshold. The government limits competition based on SpaceSaver's requirement that only authorized maintenance providers may service the shelving systems, or the warranty becomes void. DSS is identified as the only authorized and licensed vendor on the East Coast capable of providing certified technicians for the work. Market research supported by a manufacturer letter dated January 6, 2026 confirms DSS as the sole available source. The Contracting Officer certified that the anticipated cost will be fair and reasonable under FAR Part 12.203 and that completing the purchase as sole source is in the Government's best interest. No posting of the justification is required under FAR 6.301 as the action is not a brand name restriction and is valued under $350,000. The point of contact is John Thoman at 520-669-9067.

5. Authority: Select the appropriate authority below:

☒ FAR 12.102(a) For acquisitions valued at or below the simplified acquisition threshold

6. Reasons for Authority Cited:

a. SpaceSaver is the biggest manufacturer of archival shelving systems, including the systems at USAHEC. They also specify that only authorized maintenance providers can work on the shelves, or the warranty of the entire system is void.

Diversified Storage Solutions Inc (DSS) is the authorized source for this requirement and has provided maintenance since the shelves were purchased.DSS is the only vendor in our geographic region who is authorized and can provide certified technicians to work on the shelving system.

b. If the government chose a vendor without certified technicians, it would void the warranty. Should the system fail, the entire shelving system would then have to be replaced. The government would have the financial burden of having the existing system tore down and removed and the cost of replacement that would have a negative impact on AHEC’s mission & day to day operations.

7. Publicizing Contract Actions:

a. The public display and synopsis requirements of FAR 5.101(a) and FAR 4.101(d):

☒ Apply and will be followed, or

6(b)(3), or FAR 16.507-6(f)(1):

8. Market Research: Market research was conducted and based on a letter provided by the Manufacturer, dated 06 Jan 2026, this is the only available source authorized to perform the work. The letter states that DSS is the only authorized & licensed vendor on the east coast able to perform the work without voiding the warranty.
