5.2 Specific Characteristics of the Unique or Highly Specialized Item or Service:

6. Check all applicable statements:

The material or service must be compatible in all aspects (form, fit, function) with existing systems presently installed. The new product(s) / service(s) must coordinate, connect, or interface with existing systems.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are "direct replacement" parts/components for existing equipment.

NPS requires development of a model for the overpressure created by a reactive fragment into the Martime Lethality Analysis Toolkit (MLAT) developed by Karagozian and Case, Inc. under contract N68936-18-C-0013. The new overpressure model must be compatible with and integrated into the MLAT framework which has been developed for the Navy under prior awards.

The contractor must be able to work with Distribution D materials (Distribution authorized to Department of Defense and U.S. DoD Contractors only) and must have access to the Maritime Lethality Analysis Toolkit source code.

Furthermore, the contractor must have prior familiarity with reactive material fragments and their mechanism of creating overpressure within an enclosed target.

6.1 Compatibility Statement:

6.2 Copyright / Proprietary Data / Licensing Agreement Statement:

The requirement for a new overpressure model required for NPS is an extension to a toolkit developed for the Navy under the prior contract. The model must be compatible with the Maritime Lethality Analysis Toolkit (MLAT) developed previously under contract N68936-18-C-0013 to Karagozian and Case.

Integration into another framework besides MLAT will not meet the requirements, as the Government requires the use of MLAT modules in order for the currently proposed model to be successful.

The model must be incorporated as an official part of MLAT. Karagozian and Case owns the proprietary rights to MLAT source code modules which are necessary for the current proposed work. NPS is requesting a sole-source to provide an extension to this toolkit which makes use of the proprietary source code at Karagozian and Case. No other contractor is able to access the source code or integrate into the framework.

7. Brand Name (if applicable, detail why the procurement is restricted to a specific brand name manufacturer):

8. Additional information supporting a sole source acquisition:

Under Contract N68936-18-C-0013 awarded by Naval Air Warfare Center Division, China Lake, CA, Karagozian and Case provided research and development under Small Business Innovation Research (SBIR) Phase I, Topic N181-008 "Maritime Lethality Analysis Toolset (MLAT)". Karagozian and Case delivered data in accordance with the schedule set forth in the contract.

The original MLAT framework was completed as part of a Phase I SBIR award, and Karagozian and Case will continue the development of this toolkit extension.
