REQUEST FOR QUOTE

N62271-20-Q-1122 Modeling Reactive Material Overpressure

This Request for Quote (RFQ), N62271-20-Q-1122, is prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This RFQ is intended to result in a Firm Fixed Price (FFP) Purchase Order. This is a sole source requirement for Karagozian and Case. This sole source requirement provides for other than full and open competition. The NAICS associated with this purchase is 541715. The method of payment will be Wide Area Workflow (WAWF).

The requirement for a new overpressure model required for NPS is an extension to a toolkit developed for the Navy. The model must be compatible with the Maritime Lethality Analysis Toolkit (MLAT) developed under contract N68936-18-C- 0013 awarded as part of a Phase I Small Business Innovation Research (SBIR) program to Karagozian and Case (K&C). The model must be incorporated as an official part of MLAT, and K&C owns the proprietary rights to MLAT source code modules which are necessary for the current proposed work to continue the development of this toolkit extension. No other contractor is able to access the source code or integrate into the framework.

The period of performance will be 12 months from the date of award. Please see the Performance Based Statement of Work (attached) for further instructions, including the specific tasks, deliverables, and technical requirements.

EVALUATION – BEST VALUE TRADE OFF:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offer:

Factor 1 – Technical Capability Sub-factor 1 - Technical Approach Sub-factor 2 – Management Approach

Factor 2 - Past Performance Factor 3 - Cost/Price https://www.acquisition.gov/ http://www.sam.gov/ mailto:Mihui.toves@nps.edu

The Government anticipates awarding a Firm Fixed Price single contract, resulting from this solicitation. Award will be made based on the best value proposal meeting the technical acceptability standards for Factors 1 and 2.

Introduction: This section outlines the criteria the Government will use in evaluating the offeror’s technical capabilities and proposals. The Government will compare the offeror’s technical capabilities and proposal elements against the predetermined evaluation criteria related to the Government’s requirement defined herein. The source selection will be conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 213 procedures.

The Government intends to make award based on initial quotes. Purchase order will be made to the contractor submitting the quote determined to best meet the needs of the Government after consideration of all the evaluation factors.

Evaluation: The Government will evaluate all quotes received against Technical and Cost/Price proposals. Technical proposals will be evaluated on a best value trade-off basis. The Cost/Price Factor will not be given a rating or scored;

however, this factor will be evaluated for reasonableness and cost realism (if required) for the level of effort proposed by the offeror.

Basis of Award. To arrive at a source selection decision, the Source Selection Official shall select the offeror whose proposal offers the best value to the Government IAW established criteria. This shall be a best value trade-off with technical capability (Factors 1 through 2) ranking equally, but combined more important than price. Each offeror will be assigned a rating of Outstanding, Good, Acceptable, Marginal, Unacceptable for each of subfactors. If an offeror is given an unacceptable rating for any of the factors/subfactors, the overall technical capability rating will be deemed unacceptable.

Award will not be made to any offeror that does not have an acceptable or better technical capability rating.

INSTRUCTIONS FOR QUOTATION REQUIREMENTS: Vendor quotes shall submit a complete Volume I Technical Submission, and Volume II Cost/Price as follows:

VOLUME I – Technical Capability and Past Performance (Factors 1 & 2) The Technical proposal shall consist of the sections as detailed below. The contractor must use the same numbering scheme for the sections as the ones used below. The technical quote shall be divided into the sections for each of the below factors.

There is no page limit for each factor. The total page limit for the Volume I – Technical submission is 20 pages, with 12-point font, and at least 10-point font in any diagrams.

Factor 1 – Technical Capability

Sub-factor 1 - Technical Approach: Describe the procedures and techniques to achieve the performance requirements that will provide high quality performance. Identify any technical risks expected to be encountered under the performance requirements and how the technical approach will mitigate such risks. Demonstrate a clear understanding of the problems and risks involved in the performance of contract requirement, and present reasonable solutions to such problems and ways to mitigate such risks for successful performance.

Offeror must provide specific details describing the following technical requirements:

• Must be able to modify the source code of the existing Maritime Lethality Analysis Toolkit developed by Karagozian and Case under prior SBIR contract N68936-18-C-0013. The model developed here must be compatible with the MLAT framework.

• Must be able to receive and analyze Distribution D data from the Government.

• Must have prior familiarity with reactive material fragments and their mechanism of creating overpressure within an enclosed target.

Sub-factor 2 - Management Approach: Include the management approach for optimum project oversight and management of personnel. Demonstrate the offeror’s ability to maintain quality service to the Government meeting the requirement of the PWS. The management approach should include the offeror’s oversight program and methods to be used for identifying and preventing defects in the quality of service.

Factor 2 - Past Performance Describe two (2) recent, relevant contract projects performed within five (5) years before the solicitation close date. Explain the relevance and quality of the projects’ size (number of FTEs) and scope (nature of service) in relation to this solicitation’s requirements. Include contract number, contract value, and customer point of contact (name, phone number, and email address). Past performance information shall be no more than one page for each project. A sample past performance form is attached to this RFQ.

VOLUME II – Cost/Price (Factor 3) The Cost/Price Factor will not be given a rating or scored; however, this factor will be evaluated for reasonableness and cost realism (if required) for the level of effort proposed by the offeror.

Price proposals shall be firm-fixed price and in accordance with CLIN structure provided. Provide one price proposal, without alternate price arrangements, with sufficient information to allow for a detailed evaluation. At a minimum, provide the labor category, fully burdened hourly rate, and number of hours.
