About this file

This is a Single Source Justification document for a simplified acquisition procurement by the Department of Veterans Affairs.

The Cleveland Veterans Affairs Medical Center (CLE VAMC) Network Contracting Office (NCO) 10 intends to award a firm-fixed-price unrestricted open market purchase order for two STERIS 7080 General Surgical Tables with BF425 accessory packages and uncrate, inspect, and start-up services for the operating room. The equipment will support a broad range of surgical procedures including general, minimally invasive, bariatric, orthopedic, vascular, cardiac, neurological, gynecological, urological, ENT, and ophthalmic procedures. The STERIS 7080 tables feature electrically powered multi-specialty platforms with 1,200-pound patient weight capacity, 22-inch tabletop slide, 45-degree Trendelenburg and reverse Trendelenburg positioning, 25-degree lateral tilt, 130-degree tabletop flex, 4-inch kidney elevator, self-leveling floor locks, collision detection technology, and dual battery and AC power operation. The required delivery date is 30 days after receipt of order. The estimated dollar value is redacted in the document.

Market research conducted on August 4, 2026, reviewed GSA Advantage, SAM.gov, ECAT, National Contracts, and other federal procurement databases using keywords "general surgical table," "operating table," and "surgical table." The Contracting Officer identified four certified SDVOSB firms under NAICS 339113 but none capable of meeting the Government's requirements. Buffalo Supply, Inc., a small business and authorized STERIS distributor, was identified as a capable source. The Nonmanufacturer Rule applies under NAICS 339113 with no SBA waiver provided. Because no certified SDVOSB/VOSB vendors met the requirements, the VA and SBA Rule of Two could not be satisfied. The procurement is recommended to proceed as an unrestricted, brand name, open market acquisition. Contracting Officer Rachelle J. Hamer certified the justification on August 4, 2026.

ESTIMATED DOLLAR VALUE:

REQUIRED DELIVERY DATE: 30 Days ARO

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Government requires a general surgical table capable of supporting a broad range of surgical procedures through advanced patient positioning, imaging compatibility, and high-weight-capacity performance. The requested STERIS 7080 General Surgical Table provides an electrically powered, multi-specialty platform featuring a 1,200-pound patient weight capacity, 22-inch tabletop slide, 45-degree Trendelenburg and reverse Trendelenburg positioning, 25-degree lateral tilt, 130-degree tabletop flex, 4-inch kidney elevator, self-leveling floor locks, collision detection technology, dual battery and AC power operation, and detachable dual-articulating head and featherweight leg sections. The

Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C250-26-AP-4032 system is compatible with specialty accessories and is designed to support general, minimally invasive, bariatric, orthopedic, vascular, cardiac, neurological, gynecological, urological, ENT, ophthalmic, and other surgical procedures.

The requested equipment is required to support the clinical and operational needs of the Louis Stokes Cleveland VA Medical Center Operating Room Service. The Government requires surgical tables capable of providing advanced patient positioning, imaging compatibility, all-electric operation, and the flexibility necessary to support a wide range of surgical specialties. The acquisition includes the required accessory packages and start-up services necessary to provide complete, fully operational surgical table systems.

4. Description of market research conducted and results or statement why it was not conducted: The Contracting Officer, working with the requiring activity, conducted market research to identify commercially available general surgical tables capable of meeting the Government's minimum requirements for the Louis Stokes Cleveland VA Medical Center (CLE VAMC) Operating Room Service.

Before beginning that research, the Government identified the minimum functional requirements for the requested equipment. At a minimum, the required system had to provide an electrically powered, multi-specialty general surgical table capable of supporting high-acuity, versatile, and hybrid surgical procedures through advanced patient positioning, imaging compatibility, all-electric operation, and high-weight-capacity performance. The acquisition also required compatible accessory packages, uncrating, inspection, start-up services, and all associated components necessary to provide complete, fully operational surgical table systems.

On August 4, 2026, the Contracting Officer reviewed GSA Advantage, National Contracts, ECAT, SAM.gov, Interagency Contract Directories, NAC, SEWP, FPDS, SCMC, OMB, and BIC using the keywords "general surgical table," "operating table," and "surgical table." SBA Small Business Search was also reviewed under NAICS 339113 using the same keywords. The SBA Small Business Search identified four certified SDVOSB firms under the applicable NAICS code; however, market research did not identify any certified SDVOSB/VOSB capable of meeting the Government's requirement.

The Contracting Officer also confirmed with the manufacturer that the required STERIS 7080 General Surgical Tables and associated start-up services are open market items. Market research identified Buffalo Supply, Inc., a small business and authorized distributor of STERIS products, as a capable source for the required equipment.

Effective Date: 12/30/2025 Page 3 of 3 Acquisition ID# 36C250-26-AP-4032

The Nonmanufacturer Rule (NMR) does apply to this procurement under NAICS 339113, and SBA has not provided a waiver. Market research determined that the VA and SBA Rule of Two could not be met, as no certified SDVOSB/VOSB vendors were identified capable of meeting the Government's requirement. Accordingly, this procurement is recommended to proceed as an unrestricted, brand name, open market acquisition.

Contracting Officer's Certification: Purchase is approv ed in accordance with RFO 12. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
