About this file
This is a Single Source Justification document for a simplified acquisition bridge contract to maintain fire suppression systems at Joint Base San Antonio (JBSA), specifically at Fort Sam Houston (FSH), Camp Bullis, and San Antonio Military Medical Center (SAMMC). The contracting activity is 502 CONS/JBKAA at JBSA Lackland, Texas. The bridge contract covers the period from October 1, 2025 through March 31, 2026 and is being awarded to provide continuity of fire suppression system maintenance services while a long-term, competitively awarded contract is finalized.
The contractor must provide all tools, materials, equipment, transportation, personnel, and supervision necessary to inspect, test, recharge, maintain, and repair fire suppression systems to ensure serviceability and prevent deterioration. The contractor must be licensed by the State of Texas and fully qualified to inspect all fire suppression systems at the specified locations. Coordination of maintenance dates and times will occur through the Contracting Officer's Representative (COR), building managers, and dining hall supervisors. The Government justifies single-source procurement under FAR 13.106-1(b)(1)(i) due to urgency and mission criticality. The continuity of fire suppression system maintenance is deemed mission-critical, as a service gap would pose direct risk to personnel safety and force shutdown of 38 dining facilities, severely impacting mission support. Despite extensive market research efforts including a Dynamic Small Business Search, Sources Sought posting, direct outreach to 8(a) contractors, and capability meetings, negotiations with potential 8(a) contractors failed due to pricing and subcontracting concerns. A Notice of Intent for a sole-source award to Accentz, Inc. was posted January 15-20, 2026 with zero responses. The document indicates the incumbent contractor is the only source capable of providing services without a service gap, as they are already mobilized and familiar with the facilities.
