About this file

This is a Determination & Findings (D&F) document for a sole-source procurement justifying a single-source award to V.J. Technologies, Inc. (VJT) for a high-energy flat panel Diode Detector Array (DDA) replacement system.

The Air Force Research Laboratory (AFRL) at Robins Air Force Base requires procurement, configuration, and integration of one high-energy flat panel DDA into an existing VJT XCT system to restore critical diagnostic imaging capabilities. The replacement detector must support larger-volume imaging with enhanced diagnostic fidelity compared to previous systems and must include hardware, matching software controls, and system calibration to synchronize with the existing Varex M6A high-energy source. The justification for sole-source procurement under RFO 12.102(a) (Commercial Products and Services) is based on findings that only VJT possesses the proprietary software, source synchronization hardware, data rights, and engineering specifications required to configure and validate a replacement panel within this specific architecture. Market research confirmed that while alternative flat panel detectors exist, the existing XCT system operates exclusively on VJT proprietary software and their proprietary HE Sync Lynx Box for source synchronization. No third-party integrators or authorized resellers possess the required proprietary data, software access, or engineering specifications. The product is not available through GSA or other government vehicles. The acquisition strategy recommends proceeding as a fixed-price purchase order under Federal Procurement Regulation Part 12 with a notice of intent to single-source posted via SAM.gov. No small business set-aside applies due to the unavailability of responsible small businesses capable of providing competitive quotations. The Contracting Officer (Chris M. Stokes, AFRL/RMZB) approved this determination on August 20, 2026.
