1. In accordance with Federal Acquisition Regulation 13.106-1(b)(1) and CFPB-COO-Proc-02-

There are no substitutes available.

2. This acquisition is restricted to the following source:

Company: Wolters Kluwer / CCH Incorporated Company Address: 2700 Lake Cook Rd, Riverwoods, IL 60015 Company Point of Contact and email: Jack Levengard, jack.levengard@wolterskluwer.com

3. The Administrative Law Treatise Current & Archive Vital Law and Banking Law and

Regulation Current & Archive Vital Law Digital Subscription is estimated to cost $11,000.00 and is required to be delivered by April 30, 2024.

The office of Law & Policy requires access to the Pierce Administrative Law Treatise as the authority on developments in administrative law with all the practical guidance and knowledge needed to plan and present an effective case before the courts. The author, Richard J. Pierce, demonstrates the most effective approaches to any agency action, policy, or procedure. It is utilized by the entire Legal Division’s staff. Especially given our telework policy and those teleworking for medical reasons, a digital copy is extremely important.

4. Specific characteristics of the analysis tool that limit the availability to a sole source are listed above. Only this suggested source can furnish the requirements, to the exclusion of other sources, because of proprietary vendor information with the tool.

5. Check and fill in all that are applicable:

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.

A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

These are "direct replacement" parts/components for existing equipment.
