About this file
This is a Single Source Justification for a simplified acquisition by the Air Force Petroleum Office (AFPET) for consumable supplies required to operate existing testing equipment.
AFPET requires FIJI FAME cartridges and verification fluid standards to operate their Model SA5000-2 FIJI FAME instrument, which tests for Fatty Acid Methyl Esters (FAME) content in aviation turbine fuel. The initial purchase order includes twelve FIJI Cartridge (100) packs of 100 with filters, five verification fluid samples at 30ppm in 100ml containers, and five verification fluid samples at 100ppm in 100ml containers, quoted at $47,777.03 on March 9, 2026. The acquisition includes two additional options to purchase the same package, with a total estimated contract cost of $157,496.51 including all options. Lazar Scientific, Inc., the sole authorized U.S. distributor for Stanhope-Seta products (the original equipment manufacturer), is identified as the only responsible source. The justification documents that the consumables must be fully compatible with ASTM D7797 test methodology and the existing FIJI FAME SA5000-2 instrument, making any alternative OEM products incompatible with AFPET's current equipment. Market research conducted in March and April 2026 confirmed the items are not available through AbilityOne, Unicor, or GSA Advantage. The Contracting Officer, Jennifer Blackford, determined on April 22, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The document notes that when AFPET requires a new FAME testing machine in the future, competitive procurement will be pursued at that time.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: PZIBB
Project/Program Name: FAME cartridges
Purchase Request / Local ID Number: F3ST706068A004
Estimated Contract Cost (including Options): $157,496.51
Section B: Description of the Supplies/Services Required
The Aerospace Fuels Laboratory at the Air Force Petroleum Office (AFPET) utilizes Model SA5000-2 FIJI FAME in Jet Fuel Instruments to test for Fatty Acid Methyl Esters (FAME) Content in Aviation Turbine Fuel. FIJI FAME cartridges and Verification Fluid Standards are required to operate the existing equipment. The cartridges and fluids are consumables required for use of the FIJI FAME SA5000-2 instrument, used by AFPET to test for Fatty Acid Methyl Esters (FAME).
The initial purchase order shall include:
Twelve (12) - FIJI Cartridge (100), pack of 100, includes filter, use 1 per test Five (5) - Verification Fluid, 30ppm, 100ml (UN1223) Five (5) - Verification Fluid, 100ppm, 100ml (UN1223) The cost for this order was quoted on 9 March 2026 at a total of $47,777.03.
Plus, two (2) options to buy the same package as initially purchased. The entire acquisition, including options, is estimated at $157,496.51.
Section C: Justification for Soliciting from a Single Source or Brand Name
AFPET already owns the FIJI FAME SA5000-2 instrument, used to test for Fatty Acid Methyl Esters (FAME). Each test requires one cartridge, one filter, and an amount of verification fluid. These consumables must be fully compatible with ASTM D7797 test methodology as well as the FIJI FAME SA5000-2 instrument made by the original equipment manufacturer (OEM), Stanhope- Seta. Any other OEM's cartridges, filters, and fluids would be incompatible with AFPET's equipment. Additionally, it is unreasonable to purchase other OEM consumables without also purchasing their corresponding FAME machine capable of using their proprietary cartridges, filters, and fluids. Because AFPET already owns a functional FAME machine - the FIJI FAME SA5000-2 instrument - it is in the Government's best interest to purchase matching OEM consumables appropriate to the machine. The OEM, Stanhope-Seta, is a UK-based company and only has one authorized distributor for their products here in the United States - Lazar Scientific, Inc. A letter from Lazar Scientific confirms they are the only reseller for Stanhope-Seta has been included in the contract file at FE#358 (see attached). Therefore, Lazar Scientific is the only responsible source for the cartridges, filters, and verification fluid, and no other supplies will satisfy agency requirements.
Section D: Efforts to Obtain Competition
Market research was conducted in March and April 2026. The customer also provided a letter from Lazar Scientific confirming they are the sole US distributor for Stanhope-Seta machines and consumables. Market research determined that the testing consumables were not sold by AbilityOne, Unicor, or GSA Advantage.
At this time, AFPET is not contemplating the purchase of a new Fatty Acid Methyl Esters (FAME) testing machine, thus all testing consumables must be compatible with AFPET's current FIJI FAME SA5000-2 machine by Stanhope-Seta. When AFPET requires a new FAME testing machine in the future, the competitive market will be utilized at that time.
All possible research has been exhausted and no other sources will suffice.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, the Government may need to purchase a new FAME testing machine. Competition for the machine and its supplies/consumables will be sought. Until then, the only source to buy compatible supplies and consumables for AFPET's FAME testing machine is through Lazar Scientific.
Section F: Contracting Officer's Determination
