STATEMENT OF WORK SUMMARY: FAME CARTRIDGES

This Statement of Work, effective 22 April 2026, specifies requirements for FIJI FAME cartridges and verification fluid standards to support the Aerospace Fuels Laboratory at the Air Force Petroleum Office (AFPET) at Wright-Patterson Air Force Base. The contractor shall deliver 1,200 FIJI FAME cartridges (packaged in 50 or 100-unit packs), five 1-liter standards of 30ppm FAME concentration, and five 1-liter standards of 100ppm FAME concentration, all designed for use with the Model SA5000-2 FIJI FAME Jet Fuel Instrument. The cartridges must feature a cap, 20µm upper and lower frits, 6mL polypropylene housing with 2.85g +/- 5% sorbent, input seal housing, and exit Luer fitting. All materials must fully comply with ASTM D7797 test methodology for determining FAME content in aviation turbine fuel and meet requirements established in Technical Order 42B-1-1, MIL-STD-3004D, and ASTM D1655.

Delivery must occur to Wright-Patterson Air Force Base with all commercial vehicles larger than a large pick-up truck subject to inspection at the Commercial Vehicle Delivery Gate (CVDG) at Gate 26A, operational Monday–Friday, 0600–1400 hours. Exemptions exist for certain perishable product deliveries when drivers' names, social security numbers, and driver's license states are submitted 24 hours in advance to the 88th ABW/CE Directorate contract inspector. Authorized gate entries for exempt vehicles are limited to 15A, 26A, 38A, and 1B. The contract term is one base year plus two option years.

FAME Cartridges

22 April 2026

The Aerospace Fuels Laboratory at the Air Force Petroleum Office (AFPET) utilizes Model SA5000-2 FIJI FAME in Jet Fuel Instruments to test for Fatty Acid Methyl Esters (FAME) Content in Aviation Turbine Fuel. FIJI FAME cartridges and Verification Fluid Standards are required to operate the existing equipment.

I. SCOPE

1. The Contractor shall provide:

a. 1200 Each FIJI FAME Cartridges (typically packaged as 50 or 100 per pack (no preference) for use in the FIJI FAME Instrument, Model SA5000-2.

b. Five (5) 1 standard consisting of 30ppm concentration of FAME and the balance of hydrocarbon (100mL).

c. Five (5) 1 standard consisting of 100ppm concentration of FAME and the balance of hydrocarbon (100mL).

2. The FAME cartridges and verification fluids shall fully comply with American Society for Testing and Materials (ASTM) D7797 test methodology for the determination of FAME content in Aviation Turbine Fuel.

a. Page 2, Paragraph 2 of Technical Order 42B-1-1 (Quality Control of Fuels and Lubricants), provides direction for use of MIL-STD-3004D (Quality Assurance/Surveillance for Fuels, Lubricants and Related Products) for testing requirements. MIL-STD- 3004D.

b. Page 14, Paragraph 1.1 states ‘Requirements for procurement needs may be derived from this document’ and Paragraph 2 references the list of testing methods required.

c. This requirement is found in ASTM D1655 (Standard Specification for Aviation Turbine Fuels).

3. The cartridge shall consist of a cap, 20µm upper frit, a 6mL polypropylene cartridge housing with a 2.85g +/- 5% sorbent, a 20µm lower frit, the input seal housing and an exit Luer fitting.

4. The Verification Fluid Standards shall be the exact standards required for Model SA5000- 2 and ASTM D7797.

Note: A copy of ASTM D7797-12 may be obtained by writing; ASTM International, 100 Barr Harbor Drive, PO Box C700, West Conshohocken, PA 19428-2959; by telephone at 610-832- 9255;
