About this file
This Sole Source (Including Brand Name) Justification document is for a sole-source procurement by the 501st Combat Support Wing (CSW)/RCO to upgrade fire alarm systems at five Royal Air Force (RAF) bases: Croughton, Fairford, Alconbury, Molesworth, and Welford. The upgrade is necessitated by the upcoming end of Microsoft Windows 10 support in October 2025 and requires transitioning to Windows 11 and D-21V2 Central Receiving System, with installation and training at each location.
The procurement will be exclusively through Monaco Enterprise Inc., which maintains proprietary intellectual property rights for the software. The total cost of switching to a different vendor would be approximately $6M. A Sources Sought notice posted on sam.gov in June 2025 received no responses, indicating no alternative vendors can provide a fully functional interface with the existing Monaco system. The contract will be executed under GSA MAS #47QSWA19D003J, with the 501 CSW/RCO planning to use a contract structure with three options to manage funds and potential unexpected costs across the multiple installation sites.

Authority to operate (ATO) upgrade - This work as described in 17570 will be pursued in order to ensure that the 501CSW fire alarm system is in a position to pass ATO certification in June 2026. A full summary of the work is described in quote 17570 , these additional works are connect to the aforementioned Windows 11 upgrade.
Due to the work being carried out 5 different locations and across a longer period of performance the 501CSW/RCO has determined that the best COA is for the contract to be drafted with the inclusion of three options. By utilizing this contracting methodology we can ensure availability of funds for each project and more easily manage any unexpected costs.
IV. Statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is Title 10, U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source
Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 5March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 5 and no other supplies or services will satisfy agency requirements."
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The 501 Combat Support Wing (CSW) has a reasonable need to update the Installation fire alarm system at the 5 sites identified above. This acquisition will enable the 501 Combat Support Wing to upgrade existing systems to a Windows 11 base software basis as well as accessing the D-21V2 CPU's capabilities. Not pursuing this upgrade will result in the current system being deemed no longer operation effective 1 October 2025.
Applicable United States Government Accountability Office (GAO) Comptroller General decisions have acknowledged the authority of a federal agency to use other than competitive procedures when there is a reasonable need for standardization or interoperability with existing agency equipment or software. GAO has concluded that the government may use other than competitive procedures when there is a reasonable need for standardization or interoperability with existing software, and when it is likely that award to other sources would result in substantial duplication of cost to the government that is not expected to be recovered through competition.
The 501CSW requires the fire alarm system to be the one supplied by Monaco Enterprise INC in order to meet its need for, and achieve the benefits of, standardization and interoperability as follows:
a. Avoid the significant operational burden and cost of having maintenance, firefighting and engineering staff become proficient with the configuration, programming, commissioning, operation and maintenance of transmitters and operational systems from different manufacturers. Standardization reduces personnel training costs and decreases procurement costs related to additional equipment, maintenance, and support contracts for another manufacturer's hardware and software, as well as the maintenance of an additional parts inventory. Maintaining multiple solutions is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and manpower costs.
b. Maintain installation networked facilities monitoring system so that all radio transmitters can be upgraded to allow utilization of encrypted radio networks, enable the utilization of more robust database engine which will eliminate the possibility of database corruption and also enable automatic database archiving. This will further operational efficiency and decrease installation, maintenance, repair and energy costs. Utilizing hardware products from the same vendor that produced the configuration/programming software eliminates multi-vendor disputes regarding conflicts, standards, protocols, or performance characteristics should transmitters not function as required.
501 CSW technical personnel who reviewed this requirement have determined that for the Installation, the brand name procurement authorize by this J&A will avoid substantial duplication of cost that is not expected to be recovered through competition. Assuming other brand name radio-based fire alarm systems could be integrated into the 5 sites under 501 CSW purview so as to be fully functional, the significant operational challenges, added costs, and other disadvantages arising from the use of different brand of transmitters, software and servers outlined above are not expected to be recovered through competition.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Per FAR 5.201, a Sources Sought announcement was synopsized on the sam.gov website on 25 June 2025 to determine if there are other radio-based fire alarm systems which are capable of a fully functional interface with the existing Monaco system. The Sources Sought Notice closed on 15 July 2025. No responses were received from the market. By receiving no responses from competing vendors, it indicates that there may not be any substitute or equivalent products that would fulfill this requirement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by

March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5 this J&A will be fair and reasonable by comparing the proposed price with other acquisitions of the same kind as listed on FPDS-NG (FA568224P0088, FA303024P0040, FA465424C0010). Secondly, the award to a different vendor would require the installation of a new system of which the total cost would amount to $6M.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
In a letter dated 18 October 2024, the Monaco Enterprise Inc representative informed customers of Microsoft's decision to no longer support the Windows 10 operating system. This is the current operating system currently utilized at the 5 installations identified above. In order to retain and improve the currently held capabilities the company has identified and made available to customers the Windows 11 Monaco D-21 Central Receiving System upgrade. Quotes 14594,14596, 14615 for the installation has been obtained from the manufacturer. This work would be performed under GSA MAS #47QSWA19D003J.
Market research has identified that Monaco Enterprise Inc. (MEI) maintains intellectual property rights for the software and no licenses have been granted to third parties. This position has been confirmed by the 501CSW/RCO by contacting the vendor as well cross-referencing existing Intellectual Property Trademark records.
This information is in line with the results of searches made on the FDS-NG ezsearch website to try to identify other purchases for the same/similar requirements, and multiple awards were found (FA568224P0088, FA303024P0040, FA465424C0010 ) . A further search of EDA provided copies of previous awards made to Monaco Enterprises Inc. for like for like requirements.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Market research was performed in an effort to identify additional contractors that are authorized to sell/alter or add to Monaco equipment. However it was determined that the D-21 system is propriety and is required to be purchased/licensed from Monaco and also requires a Monaco technician to complete the installation and configuration.
X. List of any sources that expressed, in writing, an interest in the acquisition.
See section VI above
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
For the reasons set forth in Paragraph 5, the 501 Combat Support Wing does not intend to compete future contracts for the type of supplies/services covered by this document. The 501CSW/ RCO will continue to monitor the industry to determine if a universal transmitter becomes available and if another potential source emerges. The 501 CSW/RCO will continually asses whether competition for future requirements is feasible.
