About this file
This is a Determination & Findings document for a single-source procurement by the Air Force Research Laboratory (AFRL/RMZB) on behalf of the United States Air Force School of Aerospace Medicine Epidemiology Laboratory (USAFSAM/PHE). The procurement is for a commercial off-the-shelf (COTS) laboratory middleware platform with a total value of $144,240.58. The required solution is the Instrument Manager™ software platform along with specialized connectivity drivers, which will establish a secure, bidirectional data interface between specialized diagnostic analyzers and the Military Health System (MHS) GENESIS electronic health record environment.
The contracting officer determined that only one source is reasonably capable of providing this solution under multiple regulatory authorities including RFO 8.401, GSAR 538.7104-3(a), RFO 11.204(a)(2)(ii), RFO 12.102(a), and RFO 13.101(b). The justification is based on the proprietary nature of the Instrument Manager™ software and its specialized drivers, which are solely developed, manufactured, and licensed by Data Innovations. No other platform can natively utilize or modify these proprietary drivers to meet the laboratory's specific requirements. Additionally, the Instrument Manager™ platform is uniquely structured to meet strict Department of Defense cybersecurity controls for deployment on the Medical Community of Interest (MEDCOI) network and guarantees 99% operational uptime. Data Innovations has officially designated Locked Core Tech LLC as its sole authorized SBA Disadvantaged and 8(a) Certified Small Business reseller for license, distribution, and implementation of these products and services to the Department of Defense and its health agencies worldwide. The determination was approved by Contracting Officer Jessica L. Briggs on June 24, 2026.
