About this file
This is a Memorandum for Record justifying a sole-source procurement under the Simplified Acquisition Threshold for CSL Spot Robot Batteries from Boston Dynamics. The document, issued by MICC-Carlisle Barracks, authorizes the purchase of 2 Spot robot batteries at a total value of $12,690 (including $150 shipping) for delivery to the US Army War College by July 18, 2025.
The justification cites FAR 13.106-1(b)(1) as the authority for limiting competition, explaining that Boston Dynamics is the sole manufacturer of these serialized, copyrighted batteries required for their Spot robot system used in the Futures Lab and seminars. The procurement will use Operations & Maintenance, Army (OMA) funds on a fixed-price basis. Market research confirmed the exclusive availability through Boston Dynamics via manufacturer meetings and consultation with other users. The action does not require public display or synopsis due to being below the $25,000 threshold. The document is signed by Michael Kelly (Supply Management Specialist) and Dahalia Trevenen (Contracting Officer) at MICC Carlisle Barracks.
