About this file
The document is a Single Source Justification for the urgent replacement of two chiller compressors at Building 16000 on JBSA-Lackland. The cooling machines were functioning at only 33% capacity, critically impacting the server rooms and creating an imminent threat to the sensitive classified information housed therein. Due to the urgency of the situation, the contracting activity determined that a direct award to Texas Chiller Systems was in the government's best interest, as they were already familiar with the system and postured to make immediate repairs. The contract award was $26,645.00 for the replacement of one scroll compressor, with a 30-day delivery schedule. The contract was awarded on 9/4/2024 under Solicitation Number FA301624Q0150. The procurement was conducted as a limited/sole source acquisition.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 502 CONS/JBKAA 1655 Selfridge Ave Lackland AFB, TX 78236
Project/Program Name: LAK Bldg 16000 Chiller Copeland Scroll Compressor Replacements
Purchase Request / Local ID Number: F2M3CB4193A001
Estimated Contract Cost (including Options): $59,943.16
On 07August 2024, the Government received urgent notification from 502 Civil Engineering Squadron (502 CES) requesting to remove and replace two chiller compressors at building 16000, located at JBSA - Lackland, Texas. The cooling machines are functioning at 33% capacity and at this state are critically impacting the server rooms creating an imminent threat to the sensitive classified information housed therein.
The server room in Building 16000 is designed to be chilled by two primary chillers (Unit A & Unit B) located on the outside of the building and one backup chiller (Unit C) located inside the building. Chiller Unit A Circuits #1 and #2 are currently being bypassed due to non-functioning compressors. Chiller Unit B Circuit #2 has a leak that has been isolated and switched off. Currently, both primary chillers cannot sufficiently maintain the required operating temperature in the server room, therefore the backup chiller (Unit C) is solely functioning as the primary chiller. The chilling system was not designed to run long-term in this manner.
Should the backup chiller experience any malfunction, it would result in a catastrophic system failure of the servers housed within the facility. The prolonged stoppage could lead to potential threats against the Governments' war fighter capabilities. It is due to this critical factor that an urgent repair is warranted. A direct award to Texas Chiller Systems is in the best interest of the government as they have already provided a quote and assessment on the systems and are familiar and postured to make immediate repairs.
502 CONS strives to maximize competition by finding alternative solutions and capable sources. Based on preliminary market research, the intent was to go open market with this requirement as there are many small businesses registered under the requirements' NAICS code. Six small businesses were contacted via a sources sought inquiry to test commercial availability of replacement parts and zero responses were received. After confirming with 502 CES, it was determined the current system is functioning at 33% capacity, therefore causing substantial risk to critical missions located within Building 16000. Due to the urgency of the situation and the compelling need for removal and replacement of parts, this requirement requires immediate attention and cannot be completed without the additional risk of time and expense that it would take to locate and solicit an unfamiliar business.

502 CONS will continue efforts to maximize competition. For this requirement and situation, full and open competition is not a viable solution without incurring detrimental effects on the security of government.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
