About this file
This is a Sole Source Justification document from the Oklahoma City Air Logistics Complex (OC-ALC) at Tinker Air Force Base, dated 06 February 2026, recommending a non-competitive award to Chant Engineering Co., Inc. for equipment calibration services.
The requirement (Serv C26-059) involves providing calibration services for two pieces of test equipment: a Chant horizontal straight-pull test unit (Model 8120150X60, SN 1, OC#10181) previously calibrated under contracts FA8125-16-M-0084 and FA8125-21-P-0078, and a Chant Model TS-11639 multi-point load test cell (S/N M99-00778, OC#25578) acquired in February 2024. The contract will be a base calibration contract with four option years. Chant Engineering is justified as the sole source based on its status as the original equipment manufacturer, which grants it exclusive ownership of proprietary design and construction, control of operational software, exclusive rights to replacement parts, and access to specifically trained and certified technicians. Market research conducted using the Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases under NAICS code 811310 identified no alternative vendors capable of providing the required calibration, software access, certified technicians, and proprietary parts. Chant Engineering Co., Inc. is located at 59 Industrial Drive, New Britain, PA 18901 (CAGE Code 7K419) and is designated as a Small Business. The Government commitment to ongoing market monitoring for potential future competition is noted, and the determination has been made in accordance with FAR Overhaul 13.101(b) that only a single source is reasonably available.

DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGISTICS COMPLEX
(AFMC) TINKER AIR FORCE BASE OKLAHOMA
06 February 2026
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 CMXG
SUBJECT: Sole Source Justification for Serv C26-059 Chant Equipment Calibrations
The Chant horizontal straight-pull test unit (OC10181) has been calibrated previously by Chant Engineering under contracts FA8125-16-M-0084 and FA8125-21-P-0078. In February 2024, 76 CMXG/MXDEK acquired a Chant Model TS-11639 multi-point load test cell (Model TS11639).
A new base calibration contract with four option years is required to provide calibration services for both load testers.
Chant Engineering is the original equipment manufacturer (OEM) for the horizontal straight-pull tester (Model 8120150X60, SN 1, OC#10181) and the multi-point load test cell (Model TS- 11639, S/N M99-00778, OC#25578). As OEM, Chant owns proprietary design and construction, controls the operational software, and holds exclusive rights to certain replacement parts. Chant also employs technicians who are specifically trained and certified to perform maintenance and calibration on these exact models. Because of the proprietary design, software access requirements, parts availability, and specialized technician training, no other vendor is known to have the necessary technical data rights, parts, and personnel to perform accurate, compliant calibration and maintenance for these units. For these reasons, Chant Engineering is the only source capable of meeting the Government’s calibration requirements for both load testers.
Chant Engineering Co., Inc. is the sole source capable of meeting the Government’s requirements as described in the Performance Work Statement. Based on Chant’s proprietary design rights, exclusive parts and software access, and certified technician capability, OBCA recommends awarding this requirement to Chant Engineering via sole source acquisition procedures.
Chant Engineering Co., Inc.
59 Industrial Drive, New Britain, PA 18901
Cage Code 7K419 Small Business
Market research was conducted using the Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases under NAICS code to identify firms capable of performing Chant machine calibration. The search included small business categories (8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses). No vendors other than the original equipment manufacturer, Chant Engineering, were identified as able to provide the calibration, software access, certified technicians, and proprietary parts needed to meet the Performance Work Statement. Chant was contacted during the research; the company confirmed it is the sole provider of these services and did not offer transfer of proprietary data rights to other vendors. Therefore, Chant Engineering remains the only source found that can satisfy the requirement.
In the future, the Government will continue to monitor the market to find both small and large businesses that are capable of providing the requested services as outlined in the performance work statement. Market research for this requirement is ongoing.
6. I have determined, in accordance with FAR Overhaul 13.101(b), that the circumstances of this contract action deem only a single source is reasonably available.
