About this file
This is a Single Source Justification document for a simplified acquisition by the Air Force Space Command (AFSC/PZIMB) for the LP Polaris Ranger project (Purchase Request FE206760130014). The contracting officer determined on March 10, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1).
The 560th will reclaim their Facilities of Management (FOM) and Kitting processes from the 558th and establish their own Material Control Center (MCC), requiring transport of aircraft assets, trailers, dollies, and personnel from multiple facilities across a 4.77-mile radius at RAFB. The acquisition covers three Polaris Ranger XD 1500 utility task vehicles to support this initiative. Vehicles will operate six days weekly for 8-11 personnel transport and ground equipment movement, with estimated usage of 15+ daily round trips and an additional 5+ daily trips supporting IPV functions across the C-130 campus. The justification emphasizes the XD 1500's unmatched capabilities: a 1498cc ProStar engine delivering 110 horsepower and 105 lb-ft torque, 3,500-pound towing capacity with a 1,500-pound cargo box (50% larger than competitors), industry-exclusive STEELDRIVE steel-belted transmission rated to 50,000 miles with reduced maintenance, 15 inches of ground clearance, and 12 inches of suspension travel. Additional features include heavy-duty steel chassis construction, spacious cab design, climate control on Northstar Edition models, and advanced safety features. The justification cites superior durability, cost-effectiveness through reduced maintenance and increased productivity, and proven use by U.S. military and NATO forces. Future market research will be conducted on GSA and SAM.gov to preclude future single-source awards.
