About this file
This Single Source Justification document from the U.S. Department of State details a sole source procurement for the INL/Nassau office. The requirement is to acquire eight Starlink devices with annual subscriptions and eight TP Link wi-fi routers for the U.S. Embassy Nassau, specifically to support the Marine Unit of the Royal Bahamas Police Force. The procurement is justified based on Starlink being the only internet provider in the host country capable of delivering reliable connectivity in open waters, with market research confirming no viable alternatives exist.
The document outlines that the procurement is driven by compatibility with existing law enforcement systems, the Marine Unit's existing expertise with Starlink, and the risks associated with transitioning to an alternative provider. The estimated value is redacted, but the procurement is being processed under the Simplified Acquisition Threshold. The justification is signed by Todd Christiansen, Director of INL/Nassau, and Courtney Wesely, Contracting Officer, with certification dates in August 2025, indicating this is a future procurement action.

The requirement is to provide eight Starlink devices with annual subscriptions and eight TP Link wi-fi routers at U.S. Embassy Nassau, Nassau, The Bahamas. The estimated value for the entire period of performance is

CITED
INL/Nassau requires the procurement of brand name Starlink, to meet the operational needs of the Marine
Unit of the Royal Bahamas Police Force. This unit requires reliable internet connectivity while patrolling open waters, and Starlink is the only provider in the host country capable of delivering this service.
The request for Starlink is driven by the need for compatibility with prior and existing procurements. Starlink is already utilized by law enforcement agencies in the country, and its integration into current systems ensures seamless functionality. The Marine Unit’s existing expertise and equipment are tailored to Starlink, making it the most practical and efficient choice for maintaining operational continuity.
Market research conducted by INL confirms that no other internet provider in the host country can match
Starlink’s ability to deliver reliable connectivity in open waters. This research also highlights the risks associated with implementing a different brand or system. Transitioning to an alternative provider would likely result in compatibility issues, require additional training for end users, and necessitate the purchase of new equipment, all of which could delay operations and increase costs.
Given these findings, Starlink is the only viable option to meet the Marine Unit’s needs while ensuring compatibility, reliability, and cost-effectiveness.
