About this file
This is a Sole Source Justification for Acquisition Under the Simplified Acquisition Threshold submitted by the Department of the Interior, United States Geological Survey, Earthquake Science Center (Southwest Region). The contracting agency seeks non-competitive procurement authority to award a contract to Silicon Audio Seismic, LLC for the purchase of two replacement borehole accelerometers, specifically 203-60 High Sensitivity Low Noise Accelerometers (Deep Borehole Package) with 155-meter-length borehole cabling terminating to Nanometrics Centaur dataloggers. The estimated dollar value is redacted in the document. The procurement falls under FAR 12.102(a) authority, permitting sole source awards for acquisitions valued at or below the simplified acquisition threshold when only one source is available.
The justification is based on the critical need for identical replacement sensors to maintain consistency with existing borehole accelerometers already installed in a network monitoring a geologic carbon capture and sequestration project. The Earthquake Science Center requires replacement sensors identical in design to ensure reliable performance characteristics and interface compatibility with current system components. Market research conducted through a Sources Sought notice (140G0326Q0139) posted on SAM.gov for four days confirmed that Silicon Audio Seismic, LLC is the only manufacturer capable of providing identical replacement sensors for the existing installed equipment. Without this procurement, failed sensors could not be quickly replaced, resulting in significant downtime of critical seismic monitoring stations expected to operate for at least five more years. The contracting officer, Yangzhi Deng, certified that the anticipated cost will be fair and reasonable, though the specific determination basis is redacted.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD
1. Contracting Agency and Activity. The Department of the Interior, United States Geological
Survey, Earthquake Science Center (Southwest Region).
2. Nature of Action Being Approved. The U.S. Geological Survey Earthquake Science Center requests award of non-competitive procurement to Silicon Audio Seismic, LLC for the purchase of two replacement borehole accelerometers.
3. Description of Supplies or Services. The U.S. Geological Survey Earthquake Science
Center requires the purchase of two 203-60 High Sensitivity Low Noise Accelerometers (Deep
Borehole Package) with 155m-length borehole cabling terminating to Nanometrics Centaur dataloggers.
4. Estimated Dollar Value
5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 12.102(a) - For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
6. Rationale Supporting Use of Citation in No. 5. The Earthquake Science Center operates a network of borehole seismographs to provide real-time microseismic monitoring of a geologic carbon capture and sequestration (CCS) project to better understand any associated hazards. The network consists of multiple stations equipped with borehole accelerometers manufactured by
Silicon Audio Seismic, LLC, and the network is expected to remain operational for at least five more years. To ensure continuous, reliable monitoring, it is essential to quickly replace any failed sensors, and replacement sensors must be identical in design in order to maintain consistency in performance characteristics as well as interface compatibility with other system components.
7. Other Information. Without this procurement, there will be no units available on the shelf to quickly replace any failed sensors currently installed in the field. This would lead to significant downtime of critical seismic monitoring stations within the network.
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
According to market research (Sources Sought 140G0326Q0139 that was posted on SAM.gov for four days), Silicon Audio Seismic, LLC is the only manufacturer that can provide identical replacement sensors for the Silicon Audio borehole accelerometers already installed in the field.
9. Future Plans to Permit Competition.
If the U.S. Geological Survey, Earthquake Science Center (Southwest Region) requires additional replacement Silicon Audio borehole accelerometers in the future, another non-competitive procurement may be requested.
SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD
10. Recommendation and Certification from Program Office
Based on the above, I recommend this acquisition be conducted on the basis of other than full and open competition. I certify that technical data which form a basis for this justification that are the responsibility of technical or requirements personnel are complete and accurate.
Signature Date
11. Certifications from the Contracting Officer:
a. The contracting officer must include a determination that the anticipated cost to the
Government will be fair and reasonable with a short statement for the basis of that determination.
b. This justification is accurate and complete to the best of my knowledge and belief.
