About this file
This is a Justification for Sole Source (Simplified Procedures – MPT to $AT) document submitted by NAVSUP Fleet Logistics Center, Norfolk Contracting Department for procurement of DOWNTOWN Furniture Collection items. The requirement involves furnishing furniture that must be identical in design, dimensions, finish, materials, and functional configuration to furniture already installed and in use within a secure building. The original manufacturer is ULINE INC with CAGE Code 7Z049. Specific items required include an Executive U-Desk with Hutch (72 x 108", Gray, Left-Hand), Reception L-Desk (72 x 78", Gray), 3-Shelf Bookcase (Gray), Lateral File Cabinet with Wardrobe Hutch, Deluxe Café Table (36" Diameter), Sit/Stand Desktop Riser (Large), Mesh Nesting Chair with Armrests (Vinyl, Black), multiple Deluxe Leather Chairs (Gray and Black variants), Leather Executive Chair (Black), Digital Lock Key Cabinet (65 Key), and Replacement Tags (#1-60). Funding will be provided by FY26 Navy Working Capital Funds (NWCF) appropriations. The estimated dollar value is redacted in the document.
The justification for sole source procurement is based on the requirement for exact matching with existing ULINE furniture already installed in the secure facility. The document argues that introducing non-matching furniture from alternative vendors would create incompatibility with existing modular systems, result in visual and functional inconsistency, increase long-term sustainment costs due to mixed inventories of parts and finishes, and create schedule risk. Only ULINE has demonstrated the capability to deliver exact matching items within the required Period of Performance and necessary delivery timeline. The document emphasizes that timely delivery is mission-essential and that any delay in furnishing matching furniture would adversely affect occupancy, operational readiness, or continuity of operations. No substitutes are available, and the supplies must be compatible in all aspects (form, fit, and function) with existing systems presently installed.

The secure building is already equipped with ULINE furniture that meets all facility standards for appearance, durability, modularity, and operational compatibility. Introduction of non-matching furniture from another vendor would create the following unacceptable impacts:
Incompatibility with existing modular systems, resulting in inefficient space utilization and potential safety or functionality issues.
Visual and functional inconsistency that degrades the standardized work environment required for the
Increased long-term sustainment costs associated with mixed inventories of parts, finishes, and replacement components.
Schedule risk: Only ULINE has demonstrated the ability to deliver the exact matching items within the required Period of Performance. Other commercial sources cannot guarantee identical product configuration or the necessary delivery timeline without unacceptable delay to mission readiness.
The combination of product identity (matching existing furniture) and schedule criticality establishes that only
Timely delivery is mission-essential. Any delay in furnishing the matching furniture would adversely affect occupancy, operational readiness, or continuity of operations inside the secure facility. Use of non-matching furniture is not an acceptable alternative.
No other sources contain the required capability to meet both the exact-match and schedule requirements. The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
