About this file

This document is a Single Source Justification (Simplified Acquisition) for a firm fixed price contract to procure deployment gear for the 64th Air Refueling Squadron (64 ARS) at Pease Air National Guard Base in New Hampshire.

Pursuant to FAR 6.302-5(2)(i), full and open competition is not required as the government is mandated to procure these products and services from qualified non-profit agencies serving the severely disabled under the AbilityOne program. INDUSTRIES FOR THE BLIND AND VISUALLY IMPAIRED, INC. (IBVI) is the sole authorized AbilityOne Base Supply Center that carries all the required items for short-notice deployments. The estimated contract cost is not provided. The justification states that any future requirements will be sourced in a similar manner, and that if AbilityOne is unable to satisfy the agency's needs, the government will procure in the commercial market. The contracting officer has determined that only a single source is reasonably available for this requirement.

November 2018 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 22 CONS/PKA

Project/Program Name: 64 ARS Deployment Gear

Purchase Request / Local ID Number: F2Z1644248AG02

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This requested items will support troops at the Pease Air National Guard Base in New Hampshire, by providing airman with critical gear needed to perform their duties.

Section C: Justification for Soliciting from a Single Source or Brand Name

Pursuant to FAR 6.302-5(2)(i), full and open competition is not required when a statute authorizes or requires acquisition from a specified source. Under 41 U.S.C. Chapter 85, the Government is mandated to procure products and services from qualified non-profit agencies serving the severely disabled, specifically AbilityOne. In accordance with FAR 8.002(a)(1)(iv), agencies must prioritize procurement from the Committee for Purchase From People Who Are Blind or Severely Disabled's Procurement List, which includes AbilityOne. Mandatory sources take precedence over socio-economic set-asides and open market purchases.

IBVI is an authorized AbilityOne Base Supply Center (BSC). As outlined in 41 CFR Chapter 51, each BSC is listed as an AbilityOne "service" project. Notably, IBVI is the sole BSC that carries all required items for short-notice deployments. To comply with federal regulations and ensure mission readiness, IBVI is the only viable source for supplying these essential items.

Section D: Efforts to Obtain Competition

Pursuant to FAR 6.302-5(2)(i), full and open competition is not required when a statute authorizes or requires acquisition from a specified source. Under 41 U.S.C. Chapter 85, the Government is mandated to procure products and services from qualified non-profit agencies serving the severely disabled, specifically AbilityOne. Any future requirements that fall within the scope of the requirement will be sources in a similar manner.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

AbilityOnes' designation as a mandatory source prioritizes it's use ahead of socio-economic set-asides or open market purchases. In the event AbilityOne is not able to satisfy agency requirments, be it the individual items or the timely delivery, the Government will procure in the commercial market.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
