About this file
This is a Justification for Single Source Award (VA Form for acquisitions over the micro-purchase threshold but not exceeding the simplified acquisition threshold) issued by the Department of Veterans Affairs.
The Phoenix Veterans Affairs Healthcare System (PVAHCS) Medical Center, through VISN 22 Network Contracting Office 22, seeks a 3-month extension of non-emergent medical transportation services under existing Contract 36C26226P1758. The services, required by statute under 38 USC 111A, include pre-arranged, scheduled, unscheduled, and will-call door-to-door transportation from beneficiary residences and designated locations to and from medical appointments, as well as discharges from inpatient wards and the Emergency Department, and transports to and from contracted nursing homes. The extension period runs from November 1, 2026, through January 31, 2027, with a total award value of $198,485.00. The single-source justification cites the urgent need to maintain continuity of mission-critical services and ensure regulatory compliance pending the award and performance start of a competitively solicited long-term contract (Solicitation 36C26225R0080). Recent market research confirmed adequate Service-Disabled Veteran-Owned Small Business (SDVOSB) competition exists for these services. The contracting officer approved the purchase under RFO 12.102(a), citing the expiration of the current contract on October 31, 2026, and the potential critical impediment to the VA's statutory obligations and healthcare operations should service be interrupted.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW RFO 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C262-27-AP-1729
1. Contracting Activity: Department of Veterans Affairs (VA), Veterans Integrated Service Networks
(VISN) 22, Network Contracting Office (NCO) 22, on behalf of Phoenix Veterans Affairs Healthcare System (PVAHCS) Medical Center. Purchase Request (PR): 644-27-1-461-0005.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Non- Emergent Medical Transportation services are required by statute under 38 USC 111A. Services include pre-arranged, scheduled, unscheduled, and will call door-to-door service from beneficiary’s apartments and homes, and other areas designated by the Patient Travel Office (PTO) to get to and from scheduled medical appointments. It also includes discharges from PVAHCS inpatient wards, the Emergency Department, as well as transports to and from contracted nursing homes. This 3-month extension on Contract 36C26226P1758 is needed to ensure regulatory compliance and continuity of mission critical services for up to 3 months, pending the award and performance start date of the competitively solicited long-term contract. The period of performance for this extension is: 11/01/2026
- 01/31/2027. The total award value for this extension is: $198,485.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Contract 36C26226P1758, which included FAR 52.217-8, Option to Extend Services, is set to expire on 10/31/2026. An interruption in essential medical transportation services would critically impede the VA’s ability to fulfill its statutory obligations under 38 USC 111A, disrupt continuity of healthcare operations, and potentially lead to regulatory noncompliance. Due to the urgent and compelling nature of this requirement, it is the best interest of the Government to extend services on the current contract, in accordance with FAR 52.217-8.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was recently conducted for a new base plus four option year contract for these services. Market research included a sources sought notice, verifying Certified Veteran firms through the Dynamic Small Business Search (DSBS) site, reviewing similar contracts at different Department of Veterans Affairs locations, reviewing SAM.gov, as well as contacting knowledgeable individuals in Government and industry regarding market capabilities to meet the requirements. The market research revealed that there is adequate SDVOSB competition for these services; a competitive solicitation was subsequently issued under Solicitation# 36C26225R0080. Due to the urgent and compelling nature of this requirement, additional market research was not conducted.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
