About this file

This document is a Sole Source Justification for the Department of Veterans Affairs (VA) for Vocera Software Licenses and Support Services. The procurement is for the Kansas City VA Medical Center (VAMC) to continue using the currently installed Vocera Communication system, which is a mobile secure operating system for communication devices. The contract will be a firm-fixed-price acquisition for a new base period and four 12-month option periods, utilizing Simplified Acquisition Procedures for Commercial Items.

The justification emphasizes that Vocera is the only VA FIPS 140-2 compliant system, and only authorized distributors can provide these services. The highly specialized nature of the equipment inherently limits potential contractors, as it requires OEM-certified training, expertise, and knowledge. Any maintenance by an unauthorized vendor will void existing warranties. The procurement will be conducted through the Network Contracting Office (NCO) 15 in Leavenworth, KS, with an effective date of 11/15/24. The VA will continue to monitor the industry for new market entrants and reevaluate competition possibilities as the equipment approaches its end of life.
