About this file

This is a Single Source Justification document for a simplified acquisition procedure under the Simplified Acquisition Threshold (SAT) of $250,000 for the Department of Veterans Affairs. The document justifies the procurement of Vocera 6.x software upgrade for the Marion VA Medical Center's (VAMC) currently installed Vocera Nurse Call software system, including software licenses, analytics licenses, maintenance and support, and clinical solutions consultant services.

The justification establishes that only Vocera software can upgrade the existing Vocera 5.6 system, which is no longer approved for use on the Office of Information & Technology (OIT) network. The document cites that Vocera is the only system that is VA FIPS 140-2 compliant and approved for the VA OIT network while meeting infection control standards. The procurement is being handled by the Network Contracting Office (NCO) 15 in Leavenworth, KS, supporting VISN 15 Facilities and Marion VAMC. The acquisition is identified under Purchase Request Number 657-25-1-2750-0021 and Acquisition Plan Action ID 36C255-25-AP-0595, with an effective date of 11/15/2024.

1. Contracting Activity: Network Contracting Office (NCO) 15, 3450 S. 4th Street Trafficway, Leavenworth, KS 66408 in support with the Department of Veterans Affairs (VA), Veterans Integrated Service Networks (VISN) 15 Facilities, in support of the Marion VA Medical Center (VAMC), 2401 West Main Street, Marion, IL 62959-1188.

Purchase Request Number: 657-25-1-2750-0021

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The proposed brand name only justification is to provide Vocera 6.x software upgrade to the currently installed Vocera Nurse Call software system at the Marion VAMC. This will include the software licenses, analytics licenses, maintenance and support, and a clinical solutions consultant.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Based on extensive market research, as described in paragraph four of this document, it was determined that limited competition is viable among authorized resellers for this brand name item. This is a brand name justification in support of FAR 11.105, Items Peculiar to One Manufacturer. The Brand Name Vocera is the only software that can upgrade the currently installed Vocera 5.6 which is no longer approved to be on the Office of Information &Technology (OIT) network. The Vocera software upgrade can only be done with Vocera software. Any other brand name software is unable to integrate with the currently installed Vocera software. Furthermore, Vocera software is a secure operating environment for communication devices. Vocera is the only system of this nature that is VA FIPS 140-2 compliant. The Vocera Software is the only software approved to be placed on the VA OIT network and meets infection control standards. Due to proprietary reasons only Vocera software can be upgraded by Vocera operating system. There are no other alternatives.

4. Description of market research conducted and results or statement why it was not conducted:
