About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Department of Veterans Affairs (VA). The procurement is for a new firm-fixed-price single award Blanket Purchase Agreement (BPA) to expand and sustain the existing CenTrak and Infor Real Time Location System (RTLS) Asset Tracking hardware and software at medical centers in Veterans Integrated Service Network (VISN) 1. The three-year contract will run from September 1, 2025, to August 31, 2028, with the primary objective of maintaining the current RTLS infrastructure, which includes server system administration, software maintenance, help desk support, and adaptive maintenance to accommodate construction projects and system expansions.

Market research was conducted in 2024 using GSA, NASA SEWP V, and open market notices, with responses received from multiple businesses including IBM Corporation, Peraton Enterprise Solutions, and AgileRank LLC. The VA plans to set aside the requirement for Veteran-Owned Small Businesses (VOSB), specifically noting interest from AgileRank LLC and ThunderYard Solutions LLC. The Contracting Officer anticipates the cost will be fair and reasonable, based on competition and previous contract pricing. The sole source justification emphasizes the unique interdependence of CenTrak and Infor systems, which are deeply integrated with VA's existing infrastructure and cannot be easily replaced without significant duplication of costs.

DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A) For

Other Than Full and Open Competition (>SAT)

Acquisition Plan Action ID: 36C241-25-AP-2466

1. Contracting Activity: Department of Veterans Affairs (VA), Veterans Integrated Services Network (VISN) 1, Network Contracting Office (NCO) 1.

2. Nature and/or Description of the Action Being Processed: The proposed single source action is for a new firm-fixed-price (FFP) single award Blanket Purchase Agreement (BPA) to expand and sustain the existing brand name CenTrak and Infor Real Time Location System (RTLS) Asset Tracking (AT) hardware and software installation at medical centers in Veteran Integrated Service Network (VISN) 1. The purpose of this procurement is to sustain the existing system, extend coverage areas, configure and/or unconfigure existing hardware, and reconfigure system software to meet facility needs.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: VISN 1 installed the Real-Time Location System (RTLS) Asset Tracking Application as part of the National RTLS Deployment. The following system requires operation and maintenance support to continue meeting patient care mission needs.

The RTLS infrastructure comprises hardware and software applications that are integrated to achieve benefits in asset location. VA owns CenTrak’s tag readers and active asset tags. CenTrak designed the layout of the readers, which were installed, configured, and validated in the CenTrak software.

Additionally, VA purchased Infor RTLS Software and received configuration services, including map rendering (where Infor modified the floor plans to provide the end user with a graphical interface to view equipment) and rejoining of space in Infor (which creates a location to identify the room where the equipment is reporting). This requires integrating the CenTrak location engine with the Infor software. Additionally, several interfaces have been developed between the Infor RTLS solution and the Veterans Integrated Service Network Architecture (VISTA).

VISN 1 requires operation and maintenance support to sustain the system. Operation and maintenance support includes:

a. Server system administration

b. Software maintenance

c. Help Desk Support

d. Tracking system components

e. Adaptive maintenance of existing systems to account for construction projects that alter the physical layout of a floor or unit.

f. Adaptive maintenance of existing systems to accommodate expansion into areas not initially within the scope of the national deployment.

. The period of performance is from September 1, 2025, to August 31, 2028.

4. Statutory Authority Permitting Other than Full and Open Competition:

( X ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

VA requires the potential contractor to use both brand names, Infor and CenTrak, for this effort.

VISN 1 operations are now fully supported under a single RTLS solution. If another RTLS solution were used, the cost of the previous acquisition would be duplicated. The use of Infor and CenTrak is critical in meeting the government’s requirements to complete and expand to new sites within VISN 1, as no other solution is interoperable with CenTrak and Infor. Furthermore, several interfaces have been developed between the RTLS solution and the VISTA. Because the configuration and integration of CenTrak and Infor require access to proprietary data, only CenTrak and Infor are capable of meeting VISN 1’s requirement to continue the installation as subcontractors. For example, in Wi-Fi areas, CenTrak may perform fingerprinting, which captures signal strength from the wireless access points using multiple RTLS Active tags. Data is collected throughout the facility using a proprietary CenTrak software application. The data collected is then used to determine the location of an asset through CenTrak’s proprietary algorithm. In addition, CenTrak-certified engineers are required to validate, test, and tune the CenTrak infrastructure. The location data obtained from fingerprinting and from the CenTrak hardware is then integrated within Infor LBI.

Infor configuration utilizes proprietary software to process location data, RTLS Hardware, Software, and Professional Services. In addition to the sites that require expansion or completion of existing infrastructure, the scope of this contract may include the implementation of new RTLS systems at various VISN 1 sites. New implementations will also require the use of Infor and CenTrak because both systems utilize a consolidated VISN infrastructure.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: In February 2024, a Request For Information (RFI) was issued on GSA via the Market Research as a Service platform using RFQ numbers RFQ1682584 and RFQ1682586.

Responses were received from large businesses (LB), IBM Corporation, Peraton Enterprise Solutions LLC, and SDVOSB AgileRank LLC. All three respondents were found potentially capable of performing the work.

An RFI was posted to SEWP V, Request ID #300405, on February 27, 2024. No responses were received.

A Sources Sought Synopsis, number 36C24124Q0322, was posted to SAM.gov in April 2024.

Responses were received from VOSB ThunderYard Liberty JV LLC and SB Denamita. Both respondents were found potentially capable of performing the work.
