About this file
This is a Sources Sought Synopsis issued by the Centers for Disease Control and Prevention (CDC) to conduct market research for a California-based integrated healthcare system to serve as an electronic health record (EHR) site within the VISION 2.0 respiratory pathogen surveillance network. The CDC seeks organizations capable of providing integrated, longitudinal medical, laboratory, pharmacy, vaccination, claims, and immunization-registry data to support influenza surveillance, vaccine-effectiveness studies, and related respiratory pathogen research across emergency/urgent care, inpatient, and intensive care unit (ICU) settings. The applicable NAICS code is 541380 (Testing Laboratories and Services). This notice is for market research and planning purposes only and does not constitute a solicitation or binding commitment; no award will result from this notice, and the government will not reimburse response costs or provide feedback to respondents.
Interested organizations must submit capability statements by December 4, 2026 at 2:00 ET in PDF format, limited to 10 pages, addressing their ability to maintain and provide access to high-quality integrated data, link data sources, validate extracted information through medical-record review, collaborate with CDC and other network sites, deliver standardized analysis-ready datasets through secure transfer methods, and support surveillance and research involving influenza testing, vaccination coverage, vaccine effectiveness, and severe outcomes. Responses should demonstrate the proposed health system's covered population and California geographic reach; availability and completeness of required data sources; prior EHR data extraction and validation experience; ability to meet secure and timely data-delivery requirements; relevant scientific and analytic qualifications; and capability to obtain and maintain applicable Institutional Review Board (IRB), privacy, security, and regulatory approvals. All responses must be submitted electronically in PDF to Debra A. Baker, Contracting Officer at xvv9@cdc.gov.

SOURCES SOUGHT SYNOPSIS
A Virtual Network to Investigate the Clinical Epidemiology of
Influenza and the Effectiveness of Influenza Vaccines
Centers for Disease Control (CDC) is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a California-based integrated health care system to serve as an electronic health record site in CDC’s VISION 2.0 respiratory pathogen surveillance network, providing integrated, longitudinal medical, laboratory, pharmacy, vaccination, claims, and outcomes data to support influenza surveillance, vaccine-effectiveness studies, and related respiratory pathogen research across emergency/urgent care, inpatient, and intensive care unit (ICU) settings. The result of this market research will contribute to determining the method of acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 541380- Testing Laboratories and Services.
DISCLAIMER: The government intends to release a solicitiation in the near future; however, this notice is issued for market research and planning purposes only and does not constitute a solicitation or commitment by the Government. All information submitted is voluntary and no award will be made as a result of this notice. The Government will not reimburse any costs incurred in responding. No proprietary or sensitive information should be included in the capability statement.
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and
2) tailored capability statements addressing the requirements of this effort, with supporting documentation substantiating the organizations and proposed staff’s capabilities. If significant subcontracting or teaming is anticipated, respondents shall describe the proposed administrative, technical, and management structure, including the roles and responsibilities of each organization.
The capability statement shall demonstrate the respondent’s ability to maintain and provide access to integrated, high-quality, longitudinal medical, laboratory, pharmacy, vaccination, claims, and immunization-registry data. The data must support identification of acute respiratory illness encounters and laboratory-confirmed influenza among patients of all ages; capture molecular and antigen testing results; characterize vaccination status and product information across multiple influenza seasons; identify antiviral and other relevant therapies; and measure outcomes including hospitalization, ICU admission, supplemental oxygen, mechanical ventilation, Extracorporeal membrane oxygenation (ECMO), and death.
Respondents shall describe their ability to link data sources, validate extracted information through medical-record review, and characterize the population served, including relevant demographic and social-vulnerability measures.
Respondents shall demonstrate the ability to collaborate with CDC, the VISION Data Coordinating Center, and other network sites to implement common protocols, data dictionaries, standard operating procedures, quality-assurance procedures, and Institutional Review Board (IRB) submissions or amendments. Respondents shall also demonstrate the ability to deliver standardized, analysis-ready, individual-level datasets through secure data-transfer methods on a schedule that supports real-time surveillance and longitudinal analyses. Data-management capabilities shall include cleaning, deduplication, assessment of missing or unreasonable values, required documentation, and age- and care-setting-specific flowcharts. Respondents shall describe their ability to increase delivery frequency during respiratory illness surges and incorporate protocol-driven data-element changes within required timeframes.
The capability statement shall address experience supporting surveillance and research involving influenza testing, vaccination coverage, vaccine effectiveness, disease burden, epidemiology, treatment practices, health-care utilization, and severe outcomes across age groups, care settings, and population subgroups. Respondents should also identify their capability to support, if exercised by the Government, maternal–infant record linkage;
person-time cohort analyses; expanded data collection for COVID-19, RSV, and other respiratory pathogens; site-specific epidemiologic and statistical analyses; and planning and execution of a network-wide scientific meeting.
Responses shall include the proposed health system’s covered population and California geographic reach; the availability, completeness, and integration of required data sources;
prior experience extracting and validating comparable Electronic Health Record (EHR) data;
the ability to meet secure and timely data-delivery requirements; relevant scientific and analytic qualifications; and the ability to obtain and maintain applicable IRB, privacy, security, and regulatory approvals.
The government will evaluate market information to ascertain potential market capacity to:
1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated;

4) provide services under a performance-based service acquisition contract.
The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this sources sought notice. Responses should be submitted electronically in PDF format and limited to no more than 10 pages by December 4, 2026 at 2:00 ET.
