About this file
This is a specification document for the Oregon Water Resources Department's procurement of metal well identification tags for Marion County and the City of Salem. The solicitation requires stainless steel tags measuring 1-7/8" tall by 3-3/8" wide with a thickness of approximately 1/32", featuring rounded corners and one vertical slot on each end for attachment to water wells using metal straps or hose clamps. Each tag must be black paint-filled and stamped with the Oregon Water Resources Department well number in a plain font style such as Arial or Calibri. The tags must be weather and rust resistant and packaged in groups of 50-100 per box, with boxes containing no more than 500 tags total. The solicitation was posted on December 15, 2021, with a response deadline of December 20, 2021, representing a compressed timeline for vendor submissions.
The documentation does not explicitly state the total quantity of tags required, specific pricing terms, or the contract award value. No set-aside designations for disadvantaged business enterprises or specific vendor qualifications beyond technical specifications are outlined. No incumbent vendor information is provided, and no site visits or bidders' conferences are documented. The Oregon Water Resources Department reserves the right to extend the initial contract by amendment, indicating potential flexibility in contract administration. Interested vendors should contact the procuring agency directly for additional clarification regarding financial terms, total quantities, and other procedural details not addressed in the specification document.

Part A
1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)
2. Estimated Total Value of Contract: up to $149,999.00
3. Subject of Contract: WorkSource Oregon Website Hosting and Ongoing Support
4. Background:
The Oregon Employment Department (Agency) is preparing to direct award OED Contract 22-128 to Cascade Web Development, an Oregon Corporation. The Agency wishes to award the Contract by December 31, 2021 for up to 5 years of hosting services and website maintenance.
This sole source justification applies to the WorkSource Oregon website only and does not include any other Agency owned or State of Oregon owned and operated websites. The services includes all hosting fees and any additional changes that will be made to maintain the Agency website as required by Federal and State Law.
In March 2021, Agency released an Emergency COVID-19 Informal RFP to all State of Oregon Contractors, including 10 COBID firms, to develop and maintain the Work Source Oregon website. 6 Contractors responded; 3 Contractors were not interested and 3 Contractors submitted Proposals.
In May 2021, Agency conducted the evaluations of the 3 Proposals and choose Cascade Web Development, Inc as the winning Proposer. On June 17, 2021, Agency awarded Emergency Contract COVID-19-330 to develop a new WorkSource Oregon website that consisted of Oregon’s 12 top translated language pages.
On August 31, 2021, Agency accepted the new WorkSource Oregon website and entered into Emergency Contract-19-441 to begin hosting services which includes System Administration, Content Delivery Network, Backups, and Database Server. This Contract ends on December 31, 2021 and Agency wishes to continue the hosting Contract after this date and for up to 5 years.
