About this file

The document is a Surge & Sustainment Database (SSDB) Companion Guide that provides detailed instructions for accessing and using the DLA's war reserve requirements tracking system. The guide explains how Services submit annual "go-to-war requirements" through MILSTRAP or Consumable Readiness Spares Package (CRSP) data, which are then processed into a Surge & Sustainment Procurement Rate (SSPR) in 30-day increments (D-Phases) corresponding to potential contingency events. Users can access the system through specific Qlik view roles, and the database contains comprehensive information including Federal Supply Class (FSC), National Identification Item Number (NIIN), service requirements, stock amounts, and pre-positioned war reserve material requirements for different military branches (Army, Navy, Marines, Air Force).

The companion guide includes a detailed walkthrough for performing surge checks, with instructions on searching for specific National Identification Item Numbers (NIINs) and interpreting surge requirement data. It provides contact information for DLA Industrial Specialists across different divisions (HQ, Aviation, Land & Maritime, Troop Support) and includes a comprehensive definition table explaining technical terms and codes used in the system. The document is directly related to the federal contract opportunity SPE4A2-26-R-0001-0004, a Hardware Acquisition Recompete solicitation issued by the Defense Logistics Agency Aviation, which references this SSDB Companion Guide as part of its modification documentation.

Surge & Sustainment Database (SSDB) Companion Guide Introduction This guide was developed to familiarize users with the Surge & Sustainment Database (SSDB) Qlik App. Additional questions not answered in the guide should be directed to a Warstopper Industrial Specialist team email addresses at the applicable MSC using the below:

· DLA HQ Industrial Specialists: HQJ7_warstopperprogram@dla.mil

· DLA Aviation Industrial Specialists: AVNIndustrialPreparedness@dla.mil

· DLA Land & Maritime Industrial Specialists: L.MWarstopper@dla.mil

· DLA Troop Support Industrial Specialists: TS_Warstopper@dla.mil

Please remember to include the Contracting Officer for the upcoming solicitation on the correspondence.

Background The SSDB serves as the Agency’s repository of Service-submitted surge requirements. Once a year, Services submit their “go-to-war requirements” to the DLA War Reserve Office via MILSTRAP (Army, Navy, and Marines) or Consumable Readiness Spares Package (CRSP) (Air Force) data. That data is processed through an algorithm and converted by the Warstopper Program Office to provide a Surge & Sustainment Procurement Rate (SSPR) in D-Phases. Each D-Phase corresponds to a period of 30 days, with D1 equaling days 1-30 after a contingency event, D2 equaling days 31-60 after a contingency event, and so on.

To access the system, a user only needs one Qlik view role, such as:

· EDW Prod - Qlik Sense - General Access - Consumer EDW-00308

· EDW Prod - Qlik Sense Land and Maritime Consumer EDW-00340

· EDW Prod - Qlik Sense - Troop Support - Consumer EDW-00390

· EDW Prod - Qlik Sense Energy Consumer EDW-00330

· EDW Prod - Qlik Sense - Procurement Consumer Role EDW-00394

· EDW Dev - Qlik Sense - Consumer - Finance EDW-00303

* Often times the Services will add and drop items off their Requirements submissions to DLA; this Core Requirement is a way to identify critical items that may have dropped for a year but have historical need.

** OWRMR Other War Reserve Material Requirements: This can be of type Army (A), Navy (N), Marine (M) and Air Force (F) Joint Chief of Staff (JCS) project Coded Requisitions.

Performing a Surge Check

1. In the NIIN column, select the magnifying glass. A box should open as pictured below.

2. Enter the NIIN of the item you would like to check into the search box.

a. You can copy and paste multiple NIINs at once into the box, but ensure you are inserting only one NIIN per line.

3. Once the data is entered, select the checkmark.

4. The system will highlight all NIINs entered that have a surge requirement

a. If no data shows, it means there is no surge requirement for the items entered.

5. For items remaining, the SSPR is the current Service requirement.

6. Please note that for some items, there are multiple entries. The system will default to the active requirement (SSPR).

a. For example, if you had an item with an “A”, “B” and “J” surge requirement, the “A” will be the requirement for the item and the only requirement showing an SSPR.

b. The active requirements are “A”, “C”, “M”, and “R”.

c. B & L are both showing requirements that have been listed for 3 of the last 6 years. This is DLA’s attempt at trying to keep requirements consistent.

d. If you have an “A” & “M” these are both requirements and should be combined when you build your solicitation.
