Notice of Availability Seeking Potential Industry Interest in Land Development of Non-Excess, Underutilized Land at

The National Aeronautics and Space Administration John C. Stennis Space Center

SSC-NOA-LAND24

Purpose of this Notice and Request

The purpose of this Notice of Availability (NOA) is to publicize to industry and public or private entities land development opportunities of non-excess, underutilized land at the National Aeronautics and Space Administration (NASA) John C. Stennis Space Center (SSC), located in Southeast Mississippi (see Exhibits A and B).

This notice is issued by NASA, which has responsibility for the management and ownership of the land.

As NASA envisioned in the SSC Strategic Plan, NASA SSC seeks through this announcement a broad awareness and visibility of the anticipated opportunities between NASA and industry or private entities.

It is NASA’s intent to ensure fairness to all parties and to ensure best value to the Government in granting use of NASA real property in a manner that optimizes Agency and National goals in aerospace. NASA may engage in discussions with any respondent based upon the information submitted in response to this NOA.

In accordance with the SSC Strategic Plan, the uses that NASA will consider under this NOA are described in this document.

Available Land

The available land is identified as multiple discrete parcels encompassing approximately 2,865 acres in total of non-excess, underutilized land as shown in Exhibit C. Through this notice, NASA seeks to provide industry public or private entities with broad awareness and visibility of opportunities in use of certain non-excess, underutilized land at SSC.

NOA Objectives To meet the purposes of the SSC Strategic Plan, NASA requests written responses to this announcement to assist SSC to achieve the following NASA objectives:

1. Identify specific industry public and private entities interested in leasing NASA non-excess, underutilized land for development;

2. Increase commercial access to space;

3. Enhance U.S. commercial competitiveness in the space, related information technology, and aerospace industries;

4. Diversify the user base and operations at SSC; and

5. Promote relationships that will build, expand, modernize, or operate space, related information technology, and aerospace capabilities at SSC.

Uses that NASA Will Not Consider For the real property identified in this notice, NASA will not consider,

• Proposed uses NASA deems incompatible with the current SSC Strategic Plan, NASA or SSC facility/land use policies, environmental conditions, or that pose a negative impact on NASA’s mission;

• Proposed uses that adversely impact the potential success of any NASA or onsite tenant mission;

• Proposed uses that are inconsistent with NASA’s objectives, as described above;

• Proposed residential, motel/hotel, or similar permanent or temporary housing of people in conjunction with use of the available land;

• Proposed transfer of title to the property; or

• Proposed uses that NASA, in its sole discretion, determines not to be in the best interests of the Government.

NASA will only engage in discussions or enter into an agreement if it determines that doing so is in the Government’s best interest. NASA is not precluded from entering into agreements with other federal entities for uses identified in this NOA, nor from using any facility at SSC for NASA purposes, regardless of expressions of interest and proposed uses that NASA may receive from industry or non-federal public entities pursuant to this NOA.

Neither this NOA nor any response to it places NASA under any obligation to proceed with any particular action.

Tenant’s Responsibility for Costs of Land Use Development NASA will not be responsible for the costs of a tenant’s land use development or improvements. Such costs will be the sole responsibility of the tenant and they may include, but are not limited to:

• Site preparations to accommodate the use of the undeveloped land;

• Design and construction costs for improvements;

• Costs associated with environmental compliance (e.g., regulatory permitting, National Environmental Policy Act (NEPA) compliance including historic preservation requirements);

• Costs associated with design and construction including improvements to infrastructure components/systems (e.g., roads, water, utilities, sewer, waste water, etc.);

https://www.nasa.gov/stennis/federal-city/

• Operations and maintenance of improvements associated with the leasehold;

and

• Lease costs.

Environmental Compliance

As prescribed by the NEPA, federal agencies and their operations are required to assess the impacts of their actions prior to implementation. Respondents must ensure that proposed uses align with NASA’s practice of emphasizing environmental stewardship of the natural environment, ensuring appropriate mitigation measures are implemented to offset development impacts, and protecting critical habitat to the highest extent possible. Any proposed uses may require additional NEPA analysis addressing the specific use and its potential impacts. Respondents are responsible for providing NASA with any additional environmental analysis that NASA may require to complete additional NEPA documentation. The respondent will be required to coordinate with NASA to ensure compliance with environmental laws and regulations (e.g., Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, National Historic Preservation Act, etc.).

For purpose of demarcating the area(s) of interest in preparing a response to this NOA, the available land is sub-divided into multiple, separate individual parcels. The designations are used only to help communicate a location within the total acreage and will not limit the amount of land in a lease nor proposes how the property should be divided. It should be noted that the parcels may contain wetlands.

Parcel T: approximately 400 acres; this site has encumbrances; however, the parcel in current state can be utilized to provide a future tenant buffer space until the encumbrances are addressed. Approximately 73.5 acres of the site are encumbered by an environmental restriction. Any Cost of Remediation will not be borne by NASA. Either the party responsible for the contamination or the proposed tenant will bear all associated costs. Additionally, approximately 21 acres have an existing, amendable agreement with the Department of Defense.
