Attachment IV – Evaluation Criteria
The Government will independently review and evaluate the Contractor’s proposed prices to determine if they are consistent with the Contractor’s technical quotation and reflect a clear understanding of the Government’s requirements. Each Contractor’s total evaluated price will be determined from an analysis of the prices given in each year.
The Government may reject a Contractor’s quotation if determined materially unbalanced or unrealistic towards its technical, operational and management commitment or unrealistically low in price. Considered deficient or incomplete, the Government may reject a Contractor’s quotation for failing to demonstrate competence or indicative of a failure to comprehend the complexity and risk of essential contract requirements.
SSA will evaluate the Vendor’s response for award in accordance with the phased process outlined below:
Phase 1 – Evaluation of Offerors Technical Requirements SSA will evaluate quotations to determine if they are technically acceptable, which means that the proposed solution met all requirements stated in the soliciation and make an Acceptable or Unacceptable determination for each section. SSA will rate the Contractor as Acceptable under each section only if the Contractor clearly stated how the proposed solution met or exceeded all requirements within that section.
Failure to clearly state how the proposed solution met or exceeded all requirements will result in an “Unacceptable” rating. Offerors must receive a rating of “Acceptable” to proceed to Phase 2.
Phase 2 – Evaluation of Offerors Transition, Preventive and Corrective Action Plans SSA will evaluate the Offerors Transition, Preventative Maintenance, and Corrective Action Plan to determine if it clearly demonstrates how they will meet the requirements applicable to each plan listed in Section 2.0 of the Statement of work. SSA will rate the Contractor as Acceptable only if all three plans clearly stated how the proposed solution met or exceeded all requirements.
Failure to clearly state how the transition, preventative maintenance, and corrective action plans will meet the requirements stated in Section 2.0 will result in an “Unacceptable” rating. Offerors must receive a rating of “Acceptable” to proceed to the evaluation of price.
Phase 3 – Evaluation of Price Provided an Offeror meets all of the technical requirements as described in Phase 1, and 2, SSA shall conduct a price evaluation to determine the price to be fair and reasonable in order to determine award.
The price evaluation of the Offeror’s response will consists of a price analysis where SSA will compare prices to any (or combination) of the following: (1) all other proposed prices from Offerors determined technically acceptable, (2) current market prices, (3) current similar Government and commercial contract prices, (4) independent Government cost estimate(s), and (5) prices set by law and regulation. SSA will analyze quotes to determine whether:
· All prices represent fixed prices for all services;
· Offeror thoroughly and accurately completed the pricing tables;
· Proposed prices are mathematically and/or materially balanced;
· Proposed prices are fair and reasonable
Competition and the comparison of prices proposed in response to this Solicitation is the primary means that SSA will use to determine the “fairness and reasonableness” of proposed prices.
Order of importance of the Evaluation Factors Technical Requirements and the Transition, Preventive and Corrective Action Plans are significantly more important than Price.
Award Determination
SSA will make an award to the responsible, technically acceptable Offeror that provides the lowest price to SSA.
