Project Title: Financial Audit Remediation and Audit Sustainment Support

Classification Code: R -- Professional, administrative, and management support services

NAICS Code: 541611 (Small Business Size Standard is $15.0 Million)

INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, certified HUBZONE, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services.

This is a non-personnel services contract to provide Financial Audit Remediation and Audit Sustainment support for the Defense Security Cooperation Agency (DSCA) Global Community, Defense Finance Accounting Service (DFAS) in support of DSCA, suballotees (Suballotments), DSCA components, and Managers’ Internal Control Program (MICP). DSCA must review standards, recommend improvements, and remediate complex issues related to financial data and reporting processes for both the DSCA Title 10 Appropriated and the DSCA Title 22 Security Assistance Account (SAA) Financial Statements. This will require a proactive approach to managing the financial data challenges, including the implementation of data governance standards, capabilities, and requirements of a complete and reliable Universe of Transaction (UoT). The DSCA is required by the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) to focus on improving controls and processes supporting information that is most often used to manage the DoD, while continuing to work toward financial, information technology, and supporting documentation improvements that facilitate the achievement of unmodified audit opinions of both the DSCA Title 10 Appropriated and the DSCA Title 22 Security Assistance Account (SAA) financial statements.

Audit Remediation and Audit Sustainment are achieved through providing support to maintain compliance with OUSD(C) financial guidance, develop and implement solutions for remediation of audit findings, and validate the effective implementation of corrective action plans (CAPs). The DSCA has targeted FY 2022 to be ready for a full financial audit of the DSCA Security Assistance Account (SAA).

In order to reach this goal, the DSCA will require assistance in leveraging auditability progress made on its Department of Defense (DoD) appropriated portfolio to develop a financially transparent and auditable framework to confirm the safeguarding of security assistance resources. The DSCA will also need assistance with updating and executing a Foreign Military Sales (FMS) Financial Improvement Audit Readiness (FMS) Implementation plan as well as identify and address FIAR Critical Capabilities deficiencies and improvement opportunities. The DSCA will need assistance with the Managers’ Internal Control Program (MICP) in order to develop and implement a structure to integrate the FIAR and MICP assessable units and develop control test plans for each assessable unit.
