About this file

This is a Request for Sole Source Authorization (SSA) submitted by the Idaho Department of Health and Welfare (DHW), Division of Purchasing, for the procurement of Risk Stratification and Supervision Tools from Social Data Analytics. The DHW seeks a proprietary data analytics platform with risk stratification and supervision tools specifically designed for Idaho's child welfare data system, Ensuring Safety and Permanency in Idaho (ESPI). The requested tools must be locally installed within the existing system to avoid external data transfer and associated cloud-based expenses. The procurement supports the Department's legislative appropriation and goal to reduce youth removal from homes through prevention efforts by equipping supervisors with real-time risk data to enhance compliance and safety outcomes. The SSA request was approved on May 9, 2025, with a cost estimate of $320,000.00. The Department conducted a Request for Information (RFI900) in April 2025, which generated two responses (IBM and Social Data Analytics) and one demonstration (Augintel), confirming that Social Data Analytics is the sole qualified provider capable of delivering this specialized solution with proven implementation across multiple jurisdictions.

The total contract value is estimated at $320,000.00 with no specific start and end dates provided in the authorization request. No set-asides, incumbent contractors, or renewal options are indicated in the documentation. The justification for sole source procurement is based on Social Data Analytics being the sole provider of a licensed or patented service and the sole manufacturer and distributor of the requested tools. The agency certifies that it has sufficient appropriation balances to cover the purchase. Per the approval conditions, DHW must consult with legal counsel regarding contract terms and conditions prior to execution and must complete a business and financial analysis prior to any future renewal requests. The Division of Purchasing Administrator has approved the sole source authorization, and the agency may proceed with issuing its own purchase order or contract document, with the SSA number serving as the only authorization needed for this acquisition.

NEW REQUESTS (complete #1-5)

1. Describe the Product or Service.

The Department seeks a proven data-driven risk stratification model, tailored specifically to Idaho's child welfare data and system. This will require risk stratification and supervision tools established specifically for the data within the Child Welfare Information System (CWIS), named Ensuring Safety and Permanency in Idaho (ESPI). A requirement for these tools is they must be locally installed within our system (thus avoiding the burden and expense of external data transfer required by cloud-based tools) as these tools have been previously implemented across multiple jurisdictions with evidence of success.

DOP use only:

2. Describe your Agency’s Business Need for the requested product or service.

The Department’s top goal is to reduce the amount of youth being removed from their home for safety reasons through prevention efforts. Meeting this goal is also a part of our legislative appropriation this year which includes specific reporting requirements. To support the goal and legislative requirements the Department wants to add predictive risk modeling that can support comprehensive decision-making at every level of the child welfare process.

By equipping supervisors with real-time risk data, these tools will enhance compliance and safety outcomes helping divert low-risk families and focusing more on high-risk cases, thus advancing goals of the child welfare system.

To accomplish this, the Department will leverage our in-house data to better risk-stratify referrals, investigations and open cases, locally on our system without the need for an expensive cloud-based solution.

3. Justification: Check each box that applies and attach required documentation.

X Sole source provider of a licensed or patented good or service (attach provider’s letter) x Sole manufacturer AND distributor (attach manufacturer’s letter)

Sole provider of factory-authorized/warranty service (attach provider’s letter) Sole provider of items that are compatible with existing equipment, systems, programs, etc.

Other (attach description and justification)

4. Describe what makes this Product or Service unique.

Social Data Analytics (SDA) provides a proprietary data analytics platform and unique methodologies. Their models and algorithms are specifically developed for use in sensitive human service contexts, particularly for assessing risk, safety, and outcomes in child protection. These tools have been implemented in multiple jurisdictions across the nation with proven successful outcomes increasing safety for youth.

What makes SDA exclusive is this system is ready to go now with only small customizations necessary to be made for Idaho data. Another component that makes SDA unique is that the tools do not require time consuming data migration to an offsite network or heavy and costly project management to implement an unproven system that has not already been implemented across multiple jurisdictions.

5. Provide a list of other suppliers contacted and describe the method for determining that there are no other possible suppliers.

The Department released a Request for Information, RFI900, Risk Stratification and Supervision Tools, for 10 days in April 2025. We received two (2) responses (IBM and SDA) from the solicitation and also held one (1) demonstration (Augintel) to ensure we completely understood the vendor landscape in this space. The responses from IBM and SDA and the demonstration from Augintel are attached with this request.

REQUEST TO RENEW (complete #6-8) Note: each agency seeking authorization to renew a current SSA must conduct a business/financial analysis every 5 years, at a minimum, documenting estimated costs (as well as other factors) related to maintaining the current provider versus switching/migrating to a new provider/alternative solution, if one is available.
