About this file

This document is a Request for Sole Source Authorization (SSA) from the Idaho Department of Correction (IDOC) to the Division of Purchasing (DOP) for the procurement of Resident and Cellphone RFID Monitoring from Detection Innovations. The IDOC has a need to automate remote resident tracking, head count, monitor resident health and detect contraband cellphones, which address public health, resident safety, and staff safety. The requested product is a radio frequency identification (RFID) device that provides real-time feedback on resident location, health, and mobility, as well as the ability to find and track contraband cellphones. The desired contract term is from 02/01/24 to 02/01/25, with the possibility of renewals. The cost estimate for this procurement is $402,000, which is funded through a DHW grant.

The request is for a sole source procurement, as the IDOC believes Detection Innovations is the sole manufacturer and distributor of the required RFID monitoring system. The agency has conducted research on possible alternative suppliers, but has determined that Detection Innovations is the only qualified vendor. The agency must consult with legal counsel and complete a business/financial analysis prior to any additional renewals of this SSA.

1: The procurement is a radio frequency identification (RFID) device that tracks location the of residents, provides real time feedback on their health or potential health issues, real time feedback on instances of nonmobiity, and finds and tracks contraband cell phones.
2: The IDOC has a need to automate remote resident tracking, head count, and needs the ability to monitor resident health, including temperature (a requirement of a DHW grant we received).
