About this file

This is a Notice of Intent to Certify Sole Source from the University of Mississippi Medical Center (UMMC), a state agency in Mississippi, regarding the procurement of a specialized pressure-sensing walkway system and related accessories. UMMC seeks to procure the Zeno Interactive Module, a user-controlled device designed to mark events and output lights and tones, which is utilized in gait analysis, balance testing, and other movement assessments in research environments. The device includes a handheld trigger switch to mark events and can initiate lights and sounds with random delay. The procurement is supported by an NIH-funded research study subaward from the Mayo Clinic, requiring UMMC to utilize identical equipment for comparability of measures across research sites. The first advertisement date is October 26, 2026, with a second advertisement on November 2, 2026. The response deadline for objectors is November 13, 2026, at 3:00 p.m. Central Time, and the Notice of Award or No Award will be posted no earlier than November 20, 2026. Objections must be submitted using the Vendor Form for State Sole Source Objection and include the required certification.

ProtoKinetics is identified as the sole source provider and the only authorized distributor for the Zeno Interactive Module and related accessories. The estimated expenditure for the specialized pressure-sensing system is $40,511, which UMMC represents as reasonable and within the expected price range for such products. The procurement will be funded entirely through grant funds. UMMC certifies that it has compared pricing against available market intelligence and pursued identified discounts where applicable. The sole source certification is justified under Mississippi state law criteria, specifically that the compatibility of equipment and accessories is paramount and the manufacturer is the sole supplier, and that the equipment is required for an NIH-funded research study where no other item will service UMMC's needs.
