About this file
This is a Notice of Intent to Certify Sole Source from the University of Mississippi Medical Center (UMMC), a state agency in Mississippi, regarding the procurement of a Noraxon Portable Movement Analysis System. UMMC seeks to procure an all-in-one portable biomechanics laboratory system built on a modular platform that integrates wireless surface electromyography (EMG), wireless inertial measurement unit (IMU) technology, and high-speed video camera technology into a portable hard case. The system captures synchronized measurement, display, and processing of EMG, 3D kinematic, 2D video, 3D/2D kinetic, and other analog data signals for human movement research. The notice was first advertised on September 3, 2026, with a second advertisement on September 10, 2026. Interested parties may submit objections to the sole source certification until October 2, 2026, at 3:00 p.m. Central Time via email to solesource@umc.edu. The Notice of Award or No Award will be posted no earlier than October 9, 2026.
UMMC estimates the total expenditure for the Noraxon Portable Movement Analysis System at $84,963.50, which the agency states is within the expected price range for such products. The sole source certification is justified on the grounds that Noraxon is the exclusive manufacturer, developer, and distributor of this particular portable biomechanics system and the only provider capable of meeting UMMC's specific research requirements through its integrated and incompatible proprietary technology. UMMC has conducted market intelligence comparisons and pursued applicable discounts to obtain the best possible price. Objections must be submitted using the required Vendor Form and include the certification statement found in Attachment B, with all required information included; responses received after the deadline or lacking complete information will be rejected.

Sole Source Certification Award Details
Regarding UMMC Sole Source Certification Number SS5977 for Portable Movement Analysis System, please be advised that UMMC intends to award the purchase to Noraxon as the sole source provider.
UMMC issues this notice in accordance with Mississippi state law, policy, and procedures for sole source procurements.
Sole Source Criteria
1. Where the compatibility of equipment, accessories, or replacement parts is the paramount consideration (and manufacturer is the sole supplier).
2. Where a sole supplier’s item is needed for trial use or testing.
3. Where a sole supplier’s item is to be required when no other item will service the needs of UMMC.

1. A description of the commodity that UMMC is seeking to procure.
The Noraxon portable movement analysis equipment is an all-in-one portable biomechanics lab-in-a-box which is built on a modular platform. It offers the flexibility to select specific, desired data to capture and where researchers want to capture it. There are capture options of surface electromyography (EMG), inertial measurement unit (IMU), and a webcam-based motion capture system. This system allows for synchronized measurement, display, and processing of electromyography (EMG), 3D kinematic, 2D video, 3D/2D kinetic, and other analog data signals for the purpose of capturing human movement data required for UMMC research.
2. An explanation of why the commodity is the only one that can meet the needs of UMMC.
The Portable Lab is the only self-contained portable movement analysis system to integrate wireless surface EMG technology, wireless inertial motion capture technology, and high-speed video camera technology into a portable hard case. This case/equipment is instrumented for USB connectivity to a computer and hardwired synchronization between the integrated devices which are incompatible with other systems due to the exclusive technology, and it is the only system capable of meeting UMMC’s research needs.
3. An explanation of why the source is the only person or entity that can provide the required commodity.
Noraxon is the sole manufacturer, developer, and distributor of the Portable Lab biomechanics measurement system and its associated software and components.
4. An explanation of why the amount to be expended for commodity is reasonable.
The estimated amount to be expended is for the purchase of the Noraxon Portable Movement Analysis System is $84,963.50. This amount is within the expected price range for these products.
5. List the efforts that UMMC went through to obtain the best possible price for the commodity.
Pricing is compared against available market intelligence and identified discounts are pursued where applicable.
Submission Instructions and Format of Response from Objecting Parties
Interested parties who have reason to believe that the Noraxon Portable Movement Analysis System, (hereafter, “Products”) should not be certified as a sole source should provide information in the Vendor Form for the State to use in determining whether or not to proceed with awarding the sole source to Noraxon. The Vendor Form may be found at objectiontosolesourcedetermination.pdf.
Objections must include the certification in Attachment B.
Comments will be accepted at any time prior to October 2, 2026, at 3:00 p.m. (Central Time) to solesource@umc.edu. Responses may be delivered via email to solesource@umc.edu. UMMC WILL NOT BE RESPONSIBLE FOR DELAYS IN THE DELIVERY OF RESPONSES. It is solely the responsibility of the Interested Parties that responses reach UMMC on time. Responses received after the deadline and responses that lack all required information will be rejected. UMMC reserves the right to inspect Interested Party’s commodity for comparison purposes.
If you have any questions concerning the information above or if we can be of further assistance, please contact solesource@umc.edu.
