MSC seeks information on a U.S. flag, double hull, ice-class tanker capable of carrying clean petroleum products (F76, JP5, JP8, JA1, AN8, and MUM) with minimum ice-class rating of GL-E2, ABS-B0, F-S-1B or equivalent. The vessel must be less than 20 years old, MARPOL/SOLAS compliant with IMO Polar Code certification for Antarctica (McMurdo) and Greenland (Pituffik) operations, and capable of burning clean fuels in ECA and Polar Regions. Physical specifications include maximum LOA of 200 meters, maximum beam of 50 meters, maximum DWT of 45,000 MT, and maximum displacement of 50,000 MT. The vessel must be capable of loading minimum 150,000 barrels JP8 at 8.5-meter draft, 230,000 barrels JP5 at 9.5-meter draft, and 225,000 barrels F76 at 9.5-meter draft. Additional requirements include twin-screw propulsion or bowthruster, minimum 13-knot speed of advance when laden in moderate weather, machine-washable cargo tanks, offshore cargo operation capability, and a 10-ton minimum capacity crane. The vessel must have two Consolidated Cargo Operations (CONSOL) stations installed on the starboard side within six months of contract award and one Fuel Delivery Station installed on the port side within one year of contract award.

The charter period includes a one-year base term with four one-year options (with the final option being 11 months), commencing June 24, 2027, with redelivery by October 22, 2027. The delivery and redelivery port is the Mediterranean Sea, with worldwide operating areas. Interested parties must submit detailed company information, vessel specifications, stowage plans demonstrating cargo capacity compliance, estimated daily charter rates, fuel consumption rates, installation costs for CONSOL and FDS stations, and vessel readiness dates no later than 1600 Eastern Time on September 23, 2026, to Ms. Reah Norris (reah.d.norris.civ@us.navy.mil) and Mr. Danny Davis (danny.w.davis1.civ@us.navy.mil).
