About this file
This is a Sources Sought notice issued by Military Sealift Command (MSC), Strategic Sealift Program Support Office, Norfolk, VA, for market research regarding the charter of one ice-class tanker vessel.
MSC seeks pricing and availability information for a clean, U.S. flag, double-hull ice-class tanker equipped with two Consolidated Cargo Operations (CONSOL) stations and one Fuel Delivery Station capable of transporting clean petroleum products (F76, JP5, JP8, JA1, AN8, and MUM). The vessel must meet stringent technical requirements including minimum ice-class rating (GL-E2, ABS-B0, or F-S-1B equivalent), MARPOL/SOLAS compliance with IMO Polar Code certification for Antarctica (McMurdo) and Greenland (Pituffik) operations, vessel age less than 20 years, maximum length of 200 meters, maximum beam of 50 meters, and maximum deadweight tonnage of 45,000 MT. Additional operational requirements include minimum speed of advance of 13 knots when laden in moderate weather, ability to load minimum 150,000 barrels JP8, 230,000 barrels JP5, or 225,000 barrels F76 at specified draft limitations, three cargo segregations with double-valve isolation, machine-washable cargo tanks, offshore and anchorage cargo operation capability, and a 10-ton minimum capacity crane. Special provisions for Namsen Statland, Norway discharge operations include tug requirements and supercargo capacity.
The charter base period is one year with four one-year options (Option 4 is 11 months), commencing June 24, 2027, with cancellation by October 22, 2027. Operating and redelivery areas are worldwide and Mediterranean Sea respectively. Interested parties must submit comprehensive company information, complete vessel specifications, stowage plans demonstrating cargo loading capabilities with draft and displacement data, estimated daily charter rates, fuel consumption estimates by operational condition, installation costs and timeframes for CONSOL stations and Fuel Delivery Station, and earliest vessel readiness date by 1400 Eastern Time on September 16, 2026, to reah.d.norris.civ@us.navy.mil and danny.w.davis1.civ@us.navy.mil. This is a request for information only and does not commit the government to any contractual action or cost reimbursement.

h) Vessel shall not exceed a maximum LOA of 200 meters.
i) Vessel shall not exceed a maximum beam of 50 meters.
j) Vessel shall not exceed a maximum deadweight tonnage (DWT) of 45,000 MT (Re-measuring DWT is allowed at owner’s expense. Re-measurement must be completed before tendering NOR. Upon tendering NOR the most current Q-88 must reflect the new
DWT).
k) Vessel shall not exceed a maximum displacement of 50,000 MT.
l) Vessel shall have the ability to load a minimum of 150,000 BBLs JP8 while not exceeding a laden draft of 8.5 meters. Owner/Offeror must provide a stowage plan demonstrating the vessel’s ability to load a minimum of 150,000 BBLs JP8 (as per MIL- STD-83133L Amendment 1, assume the average relative density of JP8 at 15°C is 807.5 kg/m³ and the average API of JP8 at 60°F is 44.0°), while not exceeding a laden draft of
8.5 meters. The stowage plan must include the vessel’s DWT and displacement.
m) Vessel shall have the ability to load a minimum of 230,000 BBLs JP5 while not exceeding a laden draft of 9.5 meters. Owner/Offeror must provide a stowage plan demonstrating the vessel’s ability to load a minimum of 230,000 BBLs JP5 (as per MIL- STD-83133L Amendment 1, assume the average relative density of JP5 at 15°C is 816.5 kg/m³ and the average API of JP5 at 60°F is 42.0°), while not exceeding a laden draft of
9.5 meters. The stowage plan must include the vessel’s DWT and displacement.
n) Vessel shall have the ability to load a minimum of 225,000 BBLs F76 while not exceeding a laden draft of 9.5 meters.
