About this file

This is a Notice of Intent to Single Source document issued by the City of Altamonte Springs, Florida, regarding the procurement of grant writing services. The City intends to waive the standard solicitation process and approve STV Incorporated as a sole source vendor. STV Incorporated previously authored and organized the City's FY2026 ATTAIN grant materials and will leverage this existing work for a Low-No (LowNo) grant application. The proposed engagement maintains consistency across grant pursuits, ensures efficient integration of existing narratives, analyses, and graphics, and reduces the risk of delays or noncompliant submissions that would result from engaging a new firm and duplicating prior work. STV's team brings national experience in Federal Transit Administration (FTA) applications and mobility technologies, which aligns with LowNo program requirements. The response deadline for interested vendors to submit alternate solutions that overcome the stated sole source justification is 4:30 p.m. on Friday, September 11, 2026. All communications regarding this Notice of Intent must be directed to Daniel Dellemonache, Chief Procurement Officer, at DDellemonache@altamonte.org.

No specific pricing information, contract term, or renewal options are disclosed in this Notice of Intent document. The City reserves the right to require responding vendors to submit additional information regarding their financial, technical, and other qualifications. Responses received will be evaluated solely to determine whether bona fide competition exists that overcomes the stated single source justification. If the City determines that sole source justification remains valid and that the services are available only from STV Incorporated, the City will prepare a recommendation to the City Commission requesting approval to waive the solicitation process and proceed with the sole source purchase.

NOTICE OF INTENT

SS-26-089-DD

Waive Solicitation and Approve Sole/ Single Source

– Grant Writing Services

Response Deadline: 4:30 p.m. on Friday, September 11, 2026

The City of Altamonte Springs intends to waive the solicitation process and approve STV Incorporated as a single source vendor for grant writing services.

Justification: The City of Altamonte Springs seeks to procure grant writing services from STV Incorporated. STV previously authored and organized the City’s FY2026 ATTAIN grant materials and can directly leverage this work for the Low‑No application. Retaining STV avoids unnecessary re‑work, maintains consistency across grant pursuits, and ensures efficient integration of existing narratives, analyses, and graphics. The proposed STV team brings national experience in FTA applications and mobility technologies, aligning closely with Low‑No program requirements. Engaging a new firm would require significant knowledge transfer and duplication of prior work, increasing the risk of delays or a non‑compliant submission. STV’s ability to reuse and refine existing materials reduces effort and risk.

Interested Vendors (firms or individuals) that can provide the goods/services can respond with an alternate solution that overcomes the sole/single source reasons stated on the sole/single source documentation, along with sufficient detailed convincing documentation, regarding their ability to supply equivalent commodities or services. The responses must be submitted and posted online no later than 4:30 p.m. on Friday, September 11, 2026.

The City reserves the right to require the responding Vendor to submit additional information as it may deem necessary and may consider any evidence available to it of the financial, technical, and other qualifications and abilities of the responding Vendor.

All communication related to this Notice of Intent should be directed to the Procurement contact assigned to this solicitation exemption: Daniel Dellemonache, Chief Procurement Officer, at DDellemonache@altamonte.org.

Communication with any other party is strictly prohibited.

This is not a request for bid or proposal and there is no solicitation available. The City will not consider any responses with a proposal, bid, or quote. Any responses received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists that overcomes the reasons stated on the sole/single source documentation.

If it is determined by City staff, after reviewing any information received from responding vendors, that sole/single source justification stands and that the commodities or contractual services are available only from a sole/single source, the City shall prepare a recommendation to the City Commission requesting approval waive the solicitation process and the sole/single-source purchase.

Persons are advised if they wish to appeal any decision made at the hearing/meetings, they will need to ensure that a verbatim record of the proceedings is made which includes the testimony evidence upon which the appeal is to be based, per Chapter 286.0105, Laws of Florida. The City of Altamonte Springs does not provide this verbatim record. Persons with disabilities needing assistance in participating in any of these proceedings should contact the City Clerk Department ADA Coordinator 72 hours in advance of the meeting at (407) 571-8122 (VOICE) or (407) 571-8126 (TTY) or email: cityclerk@altamonte.org.
