1. What is the estimated POP start date?
A. The POP for placing orders will begin upon award.
2. In Section L.3, A, (page 76 of the subject Solicitation), Offerors are instructed to deliver proposals to the Contracting Officer at the address identified in Solicitation, Section G. The only
"address" reference I can find in Section G is in Section G.6 which details Invoicing instructions.
Can you clarify the physical address for Offerors to deliver responses?
A. The updated solicitation, date 05092016 (all changes made are identified by red type), posted with this amendment clarifies where the proposals need to be mailed. The address is also identified in #8 below and the cover page of the solicitation.
3. How many awards are expected to be made for this IDIQ contract?
A. A minimum of 2. More awards only as necessary to meet the Government’s requirements at a best value. While there is no set maximum, market research indicates that many vendors have the ability to meet all of the requirements at competitive pricing resulting in best value. Considering this information and the cost of administration over the life of the awarded contracts, it is estimated that 2-3 contracts will be awarded resulting from this solicitation.
4. Are any of the labor categories subject to SCA requirements? If there are SCA covered labor categories, please provide the applicable WDs.
A. Most of the labor categories are applicable to SCA requirements, either by wage determination or prevailing labor rates for the specific locality. The following links will be helpful in determining appropriate pay rates and fringe benefits for Contractor employees.
These rates are different than the proposal requirement of a fully burdened hourly price required per Section B (and J.1), which will be blended for each pricing region.

5. Is there a specific location requirement for the two key personnel - The Program Manager and the Contracts Manager? Can they be located at the Contractor Site?
A. These Key Personnel are responsible for operating the contract on behalf of the Contractor and will not be located on Government sites. Their location is at the Contractor’s sole discretion.
6. Where do we show the rates for the Key Personnel - The Program Manager and the Contracts
Manager?
A. The “Key Personnel” identified at the contract level are the Contractor’s representatives for running and operating the contract and are not separately priced. These individuals are not specific to any task order or direct allocation of costs and therefore are allocated to overhead.
7. What mailing address should be used for submittal of the proposal?
A. Department of Commerce
Suite A – 200, Room A-257
1401 Constitution Ave, NW
Washington, DC 20230
Contracting Officer: Anthony S. Kram
8. We understand that for the Digital submission, we need to submit all the three volumes
(Technical Capability, Past Performance, Price and Business in separate folders) in one jump drive. Is our understanding correct?
A. Correct. See Section L.3.
9. How is customer feedback on past performance to be provided? Can we provide CPARS reports rather than PP Questionnaires?
A. See Section L.3.
10. Do we have any idea how large this contract will be? What the ceiling on it is?
A. See Section B.1.
11. If I am reading it correctly, the team we put together would need to have expertise in IT, HR and
Financial Management? Also, could we form a jv, say with one company for each vertical possibly?
A. Correct, you will need to be capable of sourcing all of the required labor categories within
Section B of the contract. You can use any method; all internal, prime/sub or joint venture to meet the Government’s requirements. Keeping in mind a JV must be a legal entity in which there are accountable parties for performance of the work under the contract.
12. The solicitation information on FBO states the solicitation is expected on May 3, 2016 and
Response time is approximately 20 days. However, when the actual solicitation was released http://www.wdol.gov/wdol/scafiles/std/15-5613.txt?v=3 http://www.wdol.gov/wdol/scafiles/std/15-5613.txt?v=3 http://www.wdol.gov/wdol/scafiles/std/05-2565.txt?v=17 http://www.wdol.gov/wdol/scafiles/std/05-2565.txt?v=17 yesterday (May 4, 2016), the response is set as April 20, 2015 in FBO. Shouldn’t it be April 24, 2016?
A. Response date as of the solicitation posting on May 4, 2014 is May, 24, 2014.
13. Are there any security clearance required for any specific labor category, can you please clarify?
A. Security clearances are not required for any specific labor category.
14. Do you require US citizen candidate or anyone who is eligible to work in US would be eligible to fill these labor categories?
A. To perform the requirements of the contract, personnel will need to be able to gain access to Government facilities and networks. For these reasons, individuals will need to have the appropriate credentials and background to pass the required security screenings and receive clearance. Generally, individuals will need to be US Citizens to avoid prolonged onboarding of personnel which would be non-compliant with the required response times listed in F.4.
15. There is mentioned that contractor should provide data for all labor categories is it a mandatory requirement? What if contractor only want to consider the labor categories that they are comfortable with instead of all the labor categories ?
A. There are 63 labor categories and 3 pricing regions. Contractors must propose at least 2 regions but may propose for all 3. In each region proposed, contractors must propose all 63 labor categories or they will be non-responsive to the solicitation and disqualified from further consideration. For contractors only comfortable with a sub-set of the categories, I would recommend partnering with other firms to cover all categories.
16. For Past performance, do you consider Pass Performance from Government contracts or any commercial contract would do?
A. Government contracts first. If you don’t have any government contracts, then use civilian contracts of a similar nature. You only need to provide the information requested in Section
L.3.
17. Where does the travel rates needs to be filled?
A. Travel is reimbursed at cost as an Other Direct Cost (ODC) material line item. Travel rates or allocable cost will only be relevant on tasks that require travel and will be identified at the task order level. No travel cost information is relevant at the IDIQ contract level.
18. Is this solicitation a brand new requirement, or is this type of work currently being performed under a different contract?
A. Generally speaking, this is a new requirement entirely. While there are multiple types of staff augmentation support contracts throughout the Department, this particular one is for broad support of mission enabling functions across many bureaus and geographical dispersion.
19. Did this requirement have any guest trial with any outside consultants?
A. I’m not familiar with a “guest trial” but to the point, this requirement has not been performed in its solicited state before the award of this effort.
